MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY

October 10-11, 2008

AFTERNOON SESSION, October 11, 2007    1:30 p.m.

 

The opening worship service was led by the retiring Vice-Moderator, Rev. James Messer, with Nelda Kline at the piano.  The service was opened with an invocation from Ps. 100  by Rev. Messer and a congregational song, “Revive Us Again.”   Rev. Kevin Vanderlann then led in prayer.  Rev. Messer read from I Peter 1:3-9.   He spoke on “Trials  and Struggles of Christians to prove our faith.” When we become Christians, our lives don’t become perfect.  We have trials, but we do have the assurance of eternal life. The service closed with prayer by Rev. Messer.

 

Rev. Vanderlann gave the necessary welcome and announcements.

 

Recess was called for the withdrawal of CPWM.  The moderator declared recess out.  The meeting was called to order and the clerk declared a quorum present. 

 

Rev. Albert Smith prayed the Constituting Prayer.  Rev. Melissa Goodloe was elected Moderator by acclamation.  Rev. James Messer was elected Vice-Moderator by acclamation.  The program was adopted as edited.

 

Visitors:  the youth delegates from Bethany, Gatlin Miller and Whitney Stinson were recognized. 

 

The moderator declared recess for the appointment of committees.  The Moderator declared recess out and appointed members to the Select Committee on Overtures, Resolutions and Excuses:  Chair, Dr. David West, Revs. Durant Axton and Richard Shugert, and Elders Norm Beck and Ron Huffman.

 

COMMUNICATIONS

Correspondence from Dr. Robert Rush with new mailing address of Denominational Center.  The Denominational  Center will have a dedication service on Oct 19, 2008 at 3:00.   A letter from the Chandler Church asking that the relationship between them and Rev. Leslie be dissolved; by motion vote the relationship was dissolved.  A letter to transfer Rev. Randal E. Leslie to West Tennessee Presbytery; granted by motion vote.   Correspondence from Rev. Joey Edwards requesting his letter be transferred to West Tennessee Presbytery; motion to grant letter of transfer without recommendation passed.  The Report of the 178th General Assembly commissioners was accepted.  The proposed constitutional amendment was endorsed by Presbytery by a majority motion vote.

 

BOARD REPORTS

 

The report of the board of Christian Education was read and its recommendations adopted, marked “C” and placed on file.

 

Report 1 of the Board of Ministry was read and its recommendations adopted, marked “D” and placed on file.

 

The report of the Board of Finance was tabled until a representative is available to address the report.

 

The report of the Board of Heritage and Witness was read and accepted as read, marked “E” and placed on file.

 

The report of the Board of Judiciary and Session Records was accepted as read, marked, “F” and placed on file.

 

The report of the Board of Nominations was read, its recommendation adopted as amended, marked “G” and placed on file.  All nominees were elected by acclamation. 

 

Dr. Jay Earhart-Brown, President of Memphis Theological Seminary, was recognized and seated as an advisory member.  He brought greeting from the Seminary and PAS.   The number of Cumberland Presbyterian students is up this fall at the Seminary.  A new program, “Formation for Ministry” was initiated for students to spend time in small groups of 8 students and 2 pastors over 3 semesters to instill spiritual disciplines in the students. The Seminary moved into its first “new” building since 1987, Hilliard Hall, with two new classrooms and two faculty offices.  There are 320 students from 25 different denominations attending Seminary.  Dr. Brown brought greetings from Dr. Campbell of PAS studies.  The mission of the Seminary and PAS is “Creating people who can be pastors, and chaplains.”  The educational preparation for Lay Ministry program is being developed by the Seminary and PAS.

The report on the Petersburg IL Church was read, its recommendations adopted as amended, marked “I” and placed on file.

Rev. Richards presented a slide show from General Assembly in Japan.

 

 Recess was called for Committee work and the evening meal.  Rev. Vanderlaan offered prayer.

 

EVENING SESSION   October 10, 2007   7:00 p.m.

 

The Consecration Service was conducted by the CPWM.  The accompaniment music was by Joyce Brown at the piano, Margie Vanderlaan at the electric piano and Marcia Reeter at the organ.  Adam McReynolds served as song leader.  Nancy Gordon read from Matthew 13:31-32.  The opening prayer was given by Lucy Becker, Pres. CPWM, after which the congregation sang “Great is Thy Faithfulness.”

After the Prayer by Anna Ruth Long the Consecration Offering to be given to the Daniel Jang Ministry of $820.00  was taken by Ruth Louder, Rita Vaught, Pat Shewey and Jan McReynolds.  The congregation then sang “Cleanse Me.” After giving out 10 envelopes Rev. Dr. Robert Watkins read from  Matthew 25:14-30 and spoke on “Giving Back.”  God gives each of us talents and the ability to use them.  It is our responsibility to use them whether they be money as the parable tells or any other ability because we will be held accountable.  If we use them for God’s glory we will receive the reward to live in the joy of our Master.  The Holy Communion Service was officiated by Rev. Kevin Vanderlaan assisted by Rev. Richard Shubert and elders Roy Shanks, Adam McReynolds and Jack Enlow.  After  the congregational hymn,”Nothing But the Blood of Jesus”, Rev. Watkins gave the Benediction.  The moderator recessed the meeting until 8:30 a.m. Saturday morning.

 

 

 

 

SATURDAY MORNING

October 11, 2008  8:30 a.m.

 

The morning devotional was led by candidate, Timothy Goodloe with Margie Vanderlaan at the electric piano.  The congregation joined in singing “Amazing Grace.”  He then read from II Corinthians 1:3-7 and led in prayer.  He spoke on the question, “Why do bad things happen to good people?” God is there for comfort. Just like God, we need to suffer with those who are suffering and comfort those that need it.   He closed with prayer.

 

The Living  Memorial Service was led by Rev. David West and Rev. Kevin Vanderlaan.    Rev. West led prayed  and the congregation sang “When the Roll is Called Up Yonder .”  Margie Vanderlaan sang “He’s Everything to Me.”  Rev. West read from II Cor. 5:1-4.  Those remembered :  Willow Creek – Ramona Williams, elder and CPWM; Petersburg-William Bowser, elder; Bethany-Mary Oathout CPWM, Virginia Ekiss, CPWM, Kay Gosnell, CPWM, Louise Keown, CPWM;  and church members that will missed- Thelma Carter and Irma Crews of Fairfield,  Lorraine Brewer and Ruth Smith and Smith Cruit of Bethany.  Testimonies were given by the congregations about them.  Rev. Vanderlaan closed with prayer.

 

The Heritage Report of Shiloh was given by Rev. Albert Smith.

 

The moderator declared a recess out.  The moderator called the meeting to order.  After a voice roll call, the stated clerk declared a quorum present.  The minutes were approved as read. 

 

Communications

 

Correspondence from Rev.  J David Hester reporting on the financial standing of new denominational center.   If all pledges are received, the committee still needs $278,000.  A letter from Communidad Cristiana Cumberland asking for a loan to pay immigration costs.   A motion to give the church $12,000 was made and 2nd.  An amendment was offered, “Communidad Christiana apply to the Denominational Board of Stewardship Foundation and Benefits for a loan in the amount of $10,540.00. “  The amendment was passed by motion vote.  The motion as amended was passed.

A Discernment Workshop was led by Roy and Debbie Shanks.  A program conducted by Wayne Cordeiro, “Dead Leader Running“  was given.  It encourages self examination so we don’t let our “tanks” get low.

 

BOARD REPORTS

 

The report of the Board of Finance and Trustees was taken off the table by motion vote. It was read, its recommendations adopted, marked J” and placed on file.

 

Report 2 of the Board of Ministry was read, its recommendations adopted, marked “K” and  placed on file.

 

Roy Shanks presented gifts to Rev. Kevin Vanderlaan and Rev. J. B. Gates from the Board of Ministry upon being ordained.

 

Report 2 of the Board of Congregational and Pastoral Care was read, its recommendations adopted, marked “L” and placed on file.

 

The report of the select Committee on Overtures, Resolutions and Excuses was read, its recommendation adopted, marked “M” and placed on file.

 

 

Other Business

Dwight Stieneman and Bob Watkins made a request to help Sara Lee, a missionary in Laos.  Her ministry is in need of money to help keep it going.  A motion was made to sponsor her mission with $12,000; motion carried.

 

Joanne Shugert, a member or the Denominational Mission Ministry Team, announced a miniversity on evangelism being held at the Chandler Church on March 7, 2009.  More information will be coming.

 

Chandler is having a revival Sun –Tues, Oct. 12-14.  Rev. Jay Earhardt-Brown will be the speaker.  Good Prospect is holding revival Nov. 9-14 with Rev. Eddie Jenkins the speaker.

 

Rev. David West presented chocolates to the moderator.

 

The minutes were approved as read.

The meeting was adjourned to meet April 3, 2009, 1:30 p.m. local time with the Elm River CPC in Cisne, Illinois.

“A”   REPORT OF THE 178TH GENERAL ASSEMBLY COMMISSIONERS

 

To:  North Central Presbytery of the Cumberland Presbyterian Church in session with the Bethany C. P. Church, Bethany, IL, October 10-11, 2008

 

North Central Commissioners:

    Rev. Eduardo Montoya, minister (Theology/Social Concerns Committee)

    Dr. Carroll Richards, minister (Memphis Theological Seminary/Historical Foundation Committee) 

    Priscilla Wilson, elder (Christian Education/Stewardship Committee)

    Anna Ruth Long, elder (Judiciary Committee)

 

The “Praise by the Drum” resounded through the sanctuary of the Koza C.P. Church to begin the Opening Worship on June 7, 2008, calling Cumberland Presbyterians from around the globe to join together in song and praise.  The theme of this historic 178th Meeting of General Assembly in Tokyo, Japan was “Many Branches, One Tree” (John 15:1-17).  The Rev. Jonathan Clark of Murfreesboro Presbytery was elected Moderator.  Exciting for North Central Presbytery was the fact that Rev. Eduardo Montoya prayed the constituting prayer, and a few minutes later placed in nomination for Vice Moderator the name of our own Dr. Carroll Richards, who was then elected by acclamation.

 

The Japanese Cumberland Presbyterians were ready for us!  They had every event and activity organized and fine-tuned.  However, they seemed surprised, yet totally delighted, that so many people had actually arrived for this great event!  The ever-present graciousness of our hosts was evident as church-sponsored Girl Scouts lined the streets to direct us to Koza Church for the Opening Worship, as guides met and led us through the busy train system to our Sunday place of worship, as church members provided tables filled with food for our enjoyment, and as individuals shyly presented small gifts with a smile and a slight bow.

 

These are a few of the significant actions resulting from the business of General Assembly:

The plans of merger of the Boards of Publication, Christian Education, Missions, and the Commission on the Ministry into the Ministry Council were approved.  Changing the

             names of programming boards to Communications Ministry Team, Discipleship Ministry

             Team, Missions Minstry Team, and Pastoral Development Ministry Team was also            approved.

The five-year focus on evangelism was reaffirmed.  Staffs of the various Boards, or their

             successors, were directed to develop an integrated plan to lead presbyteries and the churches

             to engage in evangelism focused on bringing new persons to salvation in Jesus Christ.  Any 

             plan is to include strategies for urban, suburban, rural, and international congregations, with          progress reports submitted as directed.

Constitutional Amendments were submitted to presbyteries in order to change the process by which persons become candidates for ministry, granting licentiates permission to perform the sacraments under certain circumstances, and to establish the Office of Licensed Lay Minister.  Three fourths of the presbyteries must adopt them in order for them to become part of the constitution. 

 

The last full day in Japan brought “A Day of Celebration and Worship for Everyone!” at the Tama Center.  The morning worship included inspiring messages from Rev. Sarah Lee, a pastor in Laos, and Michelle Gillis, who serves in South Korea, as well as special music by Renaissance of Bethel College.  The afternoon provided a wonderful concert by the Hosanna Ensemble with traditional Japanese instruments, as well as an energetic performance by Danda, a group that plays the piano and Japanese drums.  Following this, we were able to experience Japanese culture by hands-on activities including a tea ceremony, origami, calligraphy, and kimonos.   The Closing Worship brought us all together for the final time, as Rev. Masahiro Matsumoto, Moderator of Japan Presbytery, presented the message, “For God So Loved the World.”  We once again experienced the joy and beauty in worshipping God through the many languages our denomination embodies. Yes, the Cumberland Presbyterian Church IS a Global Church—in its membership, as well as its mission.

 

We, as commissioners, wish to thank our Presbytery for the opportunity and privilege of serving as your representatives to this meaningful and historic General Assembly.  Simply put, and using one of the few Japanese words we mastered: “Arigato.  Thank you.”

 

 

“B”           PROPOSED CONSTITUTIONAL AMMENDMENT

In order to change the process by which persons become candidates for ministry, granting licentiates permission to perform the sacraments under certain circumstances and to establish the Office of Licensed Lay Minister, submitted the following Constitutional Amendments to the presbyteries: (The changes are in brackets.)

 

Amend Section 5.6a of the Constitution by deleting the word (and) before the word “ordain”  and to add (and to certify lay ministers), thus making Section 5.6a to read, “Receive, examine, dismiss, and license candidates, ordain them to ministry, (and to certify lay ministers).”

 

Amend Section 5.6b by adding (de-certify lay ministers) thus making Section 5.6b to read, “Receive, dismiss, install, remove and discipline ministers (and to de-certify lay ministers).”

 

Amend Section 5.6 p by adding the words (appointing a licentiate or certified lay minister to  administer the sacraments) between the words “session, and if necessary,” thus making Section 5.6 p to read, “Take special oversight of churches, which do not have the services of a minister, appointing a minister to moderate the session, (appointing a licentiate or certified lay minister to administer the Sacraments), and if necessary, authorize an elder designated by the session, to administer the Lord’s Supper to the congregation, provided that the elder shall be instructed by the Committee on the Ministry in the meaning of the sacrament and how it should be administered; persons who are not ordained ministers shall serve under the authority of an ordained Cumberland Presbyterian minister selected by the presbytery, and each grant of authority shall be for one year.”

Amend Section 5.7 by deleting the word (and) between the words “licensures and ordinations” and adding the words (certified lay minister) following the word “licentiates”, (And  certifications) following the word “ordinations”, thus making the Section 5.7 to read, “The presbytery shall keep full and accurate records of its proceedings and submit them to the synod for review at its stated meeting. It shall report regularly to synod and to the General Assembly its roll, including all candidates, licentiates, (certified lay ministers), ministers, session clerks and churches. In addition, it shall report on licensures, ordinations, (and certifications); on reception, dismission, or death of ministers; on the union, division, and formation of churches, and on such statistical and other information as may be required to describe the state of religion in its midst..”

 

Amend the title in Section 6 by adding the words (Certified lay ministers), thus making the title to read “The Authority of Presbytery over Ordained Ministers, (Certified Lay Ministers), Licentiates, and Candidates.

 

Amend 6.12 by deleting the word (the) before the word “ministry”, and adding (an exploration

committee appointed by the session of their particular church for at least three months, and then) after the words “shall confer with”, thus making Section 6.12 to read, “To be received as a candidate for ministry, a person must be a member in good standing of a particular church in the receiving presbytery. Persons desiring to become a candidate for ministry shall confer with (an exploration committee appointed by the session of their particular church for at least three months, and then) confer with the committee on the ministry prior to presenting themselves to presbytery.”

 

Amend Section 6.13 by adding at the end of the section the following sentences: (Those candidates who seek to be certified in lay ministry also shall undergo a period of training and preparation in order that the office may be committed only to qualified persons. They shall remain candidates until certified and commissioned by the presbytery), thus making  Section 6.13 to read, “Those candidates who seek to be licensed and ordained to the ministry of Word and Sacrament shall undergo a period of training and preparation in order that the office may be committed only to qualified persons. In order to form a correct judgment of the  qualifications of those seeking admission to the office of ordained ministry, presbyteries shall receive and, following satisfactory preparation, license candidates who shall then be designated ‘licentiates.’ Such persons shall be required to give further satisfactory evidence of their qualifications for the ministry before receiving ordination. (Those candidates who seek to be certified in lay ministry also shall undergo a period of training and preparation in order that the office may be committed only to qualified persons. They shall remain candidates until certified and commissioned by the presbytery).”

 

Amend the declaration following the questions proposed to a candidate in 6.15 by deleting (licensure and ordination) and adding the word (ministry) following the words “as a candidate for”, and deleting the word (the)before ministry in the last line, thus making the declaration to read, “In the name of the Lord Jesus Christ, the great Head of the Church, I do now declare by the authority of this presbytery that you are acknowledged and received as a candidate for (ministry) in the Cumberland Presbyterian Church/Cumberland Presbyterian Church in America and I now direct that your name be entered on the roll of the presbytery as a candidate for ministry.”

 

Amend Section 6.200 (Certified Lay Ministers) by adding the following sections, and that all subsequent sections under section 6.0 be renumbered. (6.201 A candidate for ministry may, with the consent of the presbytery, decide to pursue the office of certified lay ministry, youth ministry, music ministry, mission or service ministry, lay leadership of a particular church, or other lay ministries may pursue certification.

 

6.202 Prior to certification, the candidate shall sustain a careful and satisfactory examination by the committee on the ministry and the presbytery as a whole on the following: experimental religion, continuing spiritual growth, the internal call to the ministry, knowledge of the  scriptures, church history, systematic theology, the doctrine and government of the Cumberland Presbyterian Church and other specialized areas of study particular to the candidate’s field of ministry.

 

6.203 No candidate shall be certified who has not completed either a two year degree program from an accredited seminary or graduate school of theology or a course of alternate studies approved by the General Assembly.

 

6.204 Certified lay ministers serving as stated supply shall be required to attend presbytery and session meetings, but shall have voice without the right to vote.

 

6.205 The candidate shall be commissioned to the office of certified lay ministry by the presbytery at either a regular, an adjourned ,or a called meeting; or it may be by a commission of the presbytery, which must consist of a quorum of the body and include two ordained ministers.

 

6.206 When a presbytery shall become satisfied with the qualifications of a candidate, it shall announce a date and place for a service of commissioning. Following the sermon in a regular worship service at the time and place previously announced, the candidate shall take his or her place at the front of the sanctuary. After a brief statement by the person presiding as to the purpose of the meeting and the meaning of lay ministry, the following questions shall be proposed to the candidate:

 

I. Do you believe the scriptures of the Old and New Testaments to be the inspired Word of God, the authority for faith and practice?

II. Do you sincerely receive and adopt the Confession of Faith of the Cumberland Presbyterian Church/Cumberland Presbyterian Church in America as containing the essential doctrines taught in the Holy Scriptures?

III. Do you approve of, and promise to abide by the government of the Cumberland Presbyterian

Church/Cumberland Presbyterian Church in America?

IV. As far as you know your own heart, have you been induced by the Holy Spirit to answer the call to lay ministry from love of God and neighbor and a sincere desire to glorify God and  advance His kingdom in the world?

V. Do you promise to be faithful and diligent in the exercise of the ministry to which you have been called, to promote the welfare of the Church, and to conduct yourself both privately and publicly so as not to give offense to Christ and His Church?

 

The above questions being answered in the affirmative, the candidate shall kneel. As the person presiding, or another appointed for the purpose, offers an appropriate prayer, the presbytery shall commission the candidate as a certified lay minister.  Then, with the candidate standing, the person presiding shall say, “In the name of the Lord Jesus Christ, the great Head of the Church, and by the authority of this presbytery, I now declare you duly commissioned to the office of certified lay minister.”

The transaction shall be duly recorded in the presbyterial minutes and the newly certified lay minister’s name added to the roll of certified lay ministers.)

 

Amend Section 6.200 (by renumbering to 6.300 and renumbering all subsequent sections under Section 6).

 

Amend the former 6.205 (now 6.305) by adding the following sentences: (A licentiate serving as stated supply of a particular church may be given authority by the presbytery to administer Sacraments in that particular church. Such authority may be granted for no more than one year, and may be renewed by the presbytery on recommendation of the committee on the ministry), thus (6.305) would read, “A licentiate may, with the approval of the committee on the ministry of the presbytery and of the presbytery, serve as stated supply of one or more particular churches of the presbytery. (A licentiate serving as stated supply of a particular church may be given authority by the presbytery to administer the Sacraments in that particular church. Such authority may be granted for no more than one year, and may be renewed by the presbytery on recommendation of the committee on the ministry.)”

 

Amend the title of Section 7.00 by adding (certified lay ministers) between the words ministers and licentiates: thus making section 7.00 to read RELATIONS BETWEEN MINISTERS, (CERTIFIED LAY MINISTERS), LICENTIATES OR CANDIDATES AND CHURCHES.

Amend Section 7.04 by adding to the first sentence (a certified lay minister) after the words “a licentiate”, and adding to the last sentence (or certified lay minister) after the words “a licentiate”, and adding the following sentence: (Presbytery may grant a licentiate or certified lay minister in a stated supply relationship authority to administer Sacraments for not more than one year at a time under the supervision of the presbytery appointed moderator), thus making Section 7.04 to read, “The office of stated supply may be held by an ordained minister, a  licentiate, (a certified lay minister), or a candidate, whom the particular church has called for an indefinite time, or, in the case of an interim supply, for a definite time, for less than full time work. An ordained minister serving as stated supply may fulfill all duties and functions pertaining to the spiritual care of the Church, including moderating the session. A licentiate (or a certified lay minister) serving as stated supply may fulfill the duties and functions except moderating the session, administering the Sacraments, and solemnizing marriages. (Presbytery may grant a licentiate or certified lay minister in a stated supply relationship authority to administer the Sacraments for not more than one year at a time under the supervision of the presbytery appointed moderator). A candidate serving as a stated supply may fulfill the duties and functions except moderating the session, administering the Sacraments, and solemnizing marriages.

 

Amend Section 7.07 by adding (certified lay minister) between the words “minister” and “Licentiate”, thus making Section 7.07 to read “The relationship between a minister, (Certified lay minister), licentiate, or candidate and a particular church may be dissolved only by presbytery, acting on the request of both parties, or on the request of one party if sufficient reasons are presented, or when, in the opinion of the presbytery, the well-being of the particular church demands it.”

 

The Directory of Worship, Section II, THE SACRAMENTS was amended by adding (licentiate or certified lay minister) in each place the word minister appears.

 

“C”              REPORT OF THE BOARD OF CHRISTIAN EDUCATION

TO:  North Central Presbytery of the Cumberland Presbyterian Church

The Board of Christian Education (CE) met on August 23, 2008, with the following attendance:
Present:  Cheryl Allison, Kathleen Fischer, Melissa Goodloe, Anna Ruth Long, Terra Sisco, Kevin Small, Justin Wallace, Kim Wheeler
Excused:  Carla Harnacke
Also Present:  Sandra Stence

The Board of CE meeting began with Terra Sisco opening in prayer.  We welcomed Justin Wallace, youth delegate, to the Board of CE.  The 2009 Budget was approved and submited to the Board of Finance.  There were no applications received for scholarships.  The following reports were given:

1) Junior/Junior High Camp - Sandra Stence, co-director, shared that the theme for camp was "Be God's".  Several decisions were made for Christ.  God is moving in the youth and 2008 camp was a success.  The 2009 Junior/Junior High Camp will be held at Brush Creek from May 31, 2009 - June 5, 2009.  A motion was made and seconded to recommend increasing the Junior/Junior High Camp fee to $85.  This will incorprate the concessions/canteen expenses.

2) North Central Presbyterian Youth Camp (NCPYC) - Cheryl Allison and Justin Wallace reported that lives were changed as one young girl was saved the first day of Big Kids Kamp (BKK) and they held their first baptism service on Tuesday evening.  Many rededicated their lives to the Lord.  After much discussion a motion was made and seconded to discontinue the kneeball game due to potential serious injuries.  The 2009 BKK will be held July 26, 2009 through August 1, 2009, with Alvin Summers as the evangelist.  Debbie Shanks will be writing the Bible studies.  Cheryl Allison complimented Justin Wallace on his leadership skills as the moderator of the NCPYC Cabinet.  A motion was made and seconded to recommend increasing the NCPYC fee to $100.

3) Spring Convocation - Terra Sisco gave the report as the spring convo was held at United Cumberland Presbyterian Church in Norris City,IL.  Focus was on Creation from a science view.  Attendance was small due to extreme inclement weather.

4) Camp Staff Training - Training for those interested in working in camps was held on May 17, 2008 at Fairfield Cumberland Presbyterian Church.  Frank Ward and Matt Tyler from Memphis, TN led the training which was very valuable and beneficial to this year's successful camp season.  Training will be considered for the future with anticipated growth in attendance.

Melissa Goodloe will be in contact with NCP congregations.  Please designate a person(s) to receive and distribute CE information to the local congregation

Fall Convocation is scheduled for November 21 - 23, 2008, at the Fairfield Cumberland Presbyterian Church.  Convocation fees remain at $25.

Recommendation 1:  The Board of Christian Education recommends the fees be increased to $85 per camper for the Junior/Junior High Camp.

Recommendation 2:  The Board of Christian Education recommends the fees be increased to $100 per camper for the NCPYC.

Recommendation #2 – That we accept the Record of Ordination process from the Synod of the Midwest. (see attachment #1).

 

–Received a request from Chandler CPC that Elder Donna Heller be trained to serve the  sacrament of the Lord’s Supper. James Messer will train Donna Heller.  Donna Heller will be allowed to serve communion after the training.

Discussion of the letter received from the Bethany Cumberland Presbyterian Church concerning, Gail Allen not being allowed into the PAS program summer 2008.

 

Recommendation #3 – We continue to feel it is important that as  his first prep for Ministry, Candidate Allen successfully complete the Rhetoric & Composition Course. 

 

Discussion was held of Scriptural Memorization/Biblical Content Exam for Probationers.

Record of Ordination Process

 

WHEREAS the decision to ordain is one of the most important a presbytery can make; and

WHEREAS it is the responsibility of synod to review the decision to ordain to ensure it was properly made; and

WHEREAS the General Assembly meeting in 2007 instructed synods to be more diligent in their review of the decision to ordain.

BE IT RESOLVED that the Synod of the Midwest instruct its presbyteries to upgrade their documentation of decisions to ordain using the following guidelines:

 

A chronology of the path to ordination shall be kept for each probationer, including:

The dates the probationer first contacted the presbytery or its Committee on the Ministry or its equivalent, was received as a candidate, was licensed, and was approved for ordination.

The record of the probationer’s attendance at presbytery, with absences noted as excused or unexcused.

The record of the probationer’s meetings with the Committee on the Ministry or it equivalent, including a summary of meetings with a designated mentor.

 

A chronology of the probationer’s formal education experiences, including a statement of degrees earned or certificates awarded.

For a probationer who completes the Program of Alternate Studies, note when presbytery granted that permission, if the vote was required 2/3 of persons voting, and the reason given for exempting the person from attending seminary.

For a probationer who attends a seminary other than Memphis Theological Seminary, note when presbytery granted that permission and the reason given for attending a non-Cumberland Presbyterian seminary.

A summary of the probationer’s practical experiences during the probationary process, including but not limited to such things as pulpits supplied, staff positions held and youth work such as involvement as staff in summer camps.

A listing of assignments given the probationer by the Committee on the Ministry or its equivalent, such as papers to write, sermons given at presbytery, etc. with the probationer’s response noted.

A statement whether or not the probationer was given a psychological evaluation, including the date of the administration and the person doing the administering, including his/her credentials such as earned degrees and employing agency.

A certification that the probationer was examined by the entire presbytery with any significant changes noted in writing.

 

BE IT FURTHUR RESOLVED that this documentation be sent to the Stated Clerk of the Synod of the Midwest within thirty days of the meeting at which the decision to ordain was made.

BE IT FINALLY RESOLVED that presbyteries understand that should synod conclude that the decision to ordain was not properly reached, the matter will be addressed, including the possibility of overturning the decision to ordain and revoking the ordination.

 

NOTE – A similar document shall be completed and sent to the Stated Clerk of the Synod of the Midwest within thirty days of the meeting at which the presbytery decides to recognize an existing ordination.   

 

“E”     REPORT OF THE BOARD OF HERITAGE AND WITNESS

 

To the North Central Presbytery of the Cumberland Presbyterian Church in Session with the Bethany CP Church October 10-11, 2008 in Bethany, IL.

 

The Board of Heritage and Witness met at the Willow Creek Presbyterian Church on August 23, 2008.  The following members were present:  Rev. Albert Smith, Chris Blevins, Priscilla Wilson and Ruth Louder.  Lisa Small was excused due to illness.

 

The opening prayer was given by Ruth Louder. The first order of Business was the Budget.  Our Budget will remain the same as last year. 

 

The Updated Heritage Report will be given by the Shiloh CP church of Virginia, IL.  The Board does need a copy of the reports for our History Book.

 

We discussed the size of our minute book and it was agreed we liked the small book better.

 

The committee voiced a concern whether the churches were following the recommendation of obtaining and studying the Confession of Faith dated August 2008. Rev Smith reported they had ordered copies and are planning on a study this fall.  The Casey church had ordered copies but have not studied them yet. Also several churches do not have a CP Minister and it was presenting a problem.

 

Rev Smith gave a report on the problems of small congregation not wanting to close but did not have the people or resources to stay open.  A concern for the Presbytery also.

 

The meeting was dismissed by prayer by Chris Blevins.

To North Central Presbytery of the Cumberland Presbyterian Church in session with the Bethany Cumberland Presbyterian Church of Bethany, Illinois, October 10th and 11th, 2008.  The Board of Judiciary and Session Records of North Central Presbytery met August 23, 2008, at the Willow Creek church.  The meeting was opened with prayer by Rev. Roger Dallwig.

 

Members present were Chairperson Rev. Roger Dallwig, Secretary Mary Gard, Rev. David Parman, Bud Hannaford, Rev. Rich Shugert and Nelda Kline.  All members were present. 

Per request of Rev. Blevins, the size of the Presbyterial minutes booklet was discussed.  As there were no strong feelings one way or the other, by consent the board agreed the larger size was acceptable.

 

Motion was made by Rev. Parman to request a budget of $50 for the upcoming year.  Second by Bud Hannaford, motion passed.

 

Minutes were received from the following churches:  Casey, Chandler, Elm River, Fairfield, Faith, Georgetown, Good Prospect and Grace. 

 

Minutes were not received from:  Albion, Bethany, Burnt Prairie, Campground, Christ, Comunidad Cristiana, Cumberland Chapel, Ebenezer, Fullerton and Knights Chapel.    Of these churches, the following have not submitted minutes for multiple years:  Albion, Campground, Christ, Fullerton and Knights Chapel.

“H”      REPORT 1 OF THE BOARD OF CONGREGATIONAL AND PASTORAL CARE

 

To:  North Central Presbytery of the Cumberland Presbyterian Church in session with the Bethany C.P. Church, October 10, 2008

 

The Board of Pastoral and Congregational Care met at the Willow Creek C. P. Church on August 23, 2008 with the following members present:  Terry Gordon, Jerry Pataki, Stanley Kline, Adam McReynolds and J. B. Gates.  Excused were Sue Strause, and Eduardo Montoya.  The meeting opened with prayer by Adam McReynolds. 

 

Rev. Alvarez and Noel Taveras met with the board and gave an update on the progress of the Comunidad Cristiana Cumberland Church.   The move from Hanover Park to East Dundee has taken its toll in members and finances.  At present they have 51 members.  Worshipers come from communities up to 20 miles from East Dundee.  They stated they are about on budget in finances.   They presented their 2008 budget and minutes of March 9, March 25, May 27, and July 29 for review.   Rev. Alvarez said they wanted to thank the denomination for allowing them to be a church, serving God and the people in the suburban area of Chicago.  They asked for our continued support and prayers.

 

We are encouraged with their assessment of their community and projects of outreach and development.  

 

RECOMMENDATION One:  We recommend that Presbytery grant the Comunidad Cristiana Cumberland Church’s request of $13,200 for 2009.

 

Moderator reports were received from Oak Grove – Geoff Bunting, Petersburg – Albert Smith , Union North, Lebanon North, and Bt. Prairie -  Ralph Blevins.   

The Petersburg Church was discussed. 

 

The names of Katelyn Baker and Steven Marsh were presented to the board for consideration of scholarships to “Urbana Youth Mission.

RECOMMENDATION TWO:  We recommend granting scholarships for Katelyn Baker and Steven Marsh to attend the “Urbana Youth Mission”.

 

We met with Rev. Melissa Goodloe concerning the “Shepherding Program”.

The duties of such a person or persons are –

 Preach in churches when needed

Moderate sessions as assigned.

Be a contact person for congregation and board.

Fill needs when ordaining Elders, taking in members, baptisms, visitations & etc..

Make sure to schedule with a wide variety of churches.

The compensation for services are to be $150.00 per week plus mileage.

She is considering the program.

“I”      REPORT ON THE PETERSBURG ILLINOIS CHURCH

TO:  North Central Presbytery of the Cumberland Presbyterian Church in session with the Bethany Cumberland Presbyterian Church, Bethany, Illinois, October 10, 2008.

The Committee to investigate the Petersburg Cumberland Presbyterian Church, Petersburg, Illinois met on Monday September 29, 2008 at Petersburg, Illinois.  Committee members present were Rita Vaught, Stephen Hughes,   Rev. Albert Smith, and J. B. Gates.   Meeting opened and closed  with prayer.

The meeting was called due to new developments.

  It is with a great deal of sadness that we make this report.  We all too often see this type of outcome in our denomination.   

Upon finding that the congregation of the Petersburg Cumberland Presbyterian Church at this time consists of 2 or 3 elderly persons remaining after the death of a member and some of them moving, the committee met, and after visiting the Church property, have found the following:

             The Church building needs repairs and there is possible mold contamination with water in the basement and the manse needs numerous repairs, so we make the following recommendations:

 RECOMMENTATION 1:  That the church be closed and , That Presbytery through the Board of Finance and Trustees take control of the properties.

RECOMMENDATION 2:  That a contract be drafted between Presbytery and the current occupant of the manse for a sum of $100.00 per month with the tenant being responsible for the upkeep, repairs and taxes

Recommendation 3: That the current members be transferred to the rolls of the Shiloh Cumberland Presbyterian Church, Virginia, IL.

“K”      REPORT 2 BOARD OF MINISTRY

              

To the North Central Presbytery of the Cumberland Presbyterian Church in Session with the Bethany CP Church October 10-11, 2008

The Board of Ministry met on October 10, 2008 with the following present:  Roy Shanks, Rev. Bob Watkins, Rev. James Messer and Rev. Richard Shugert.  The meeting opened with prayer by Rev. James Messer.

The Board met with the following candidates and submit this report.

 

Tim Goodloe has a B.A. from an accredited college.  He has enrolled in 11 PAS programs and is progressing.  He is working as a truck driver and is on the road all but 4-5 days a month.  He has served for 2 years as a supply preacher and for 4 years with one church.  The board of Ministry commends Tim for his progress and has requested transcripts from his college program and PAS for documentation for future licensing of Candidate Goodloe.

 

Gail Allen was interviewed for his progress in preparation for the ministry.  Gail is presently enrolled in two courses, computer operation which he has completed, and English Rhetoric and Composition which he will complete this fall.  He works for ADM and is holding services at nursing homes and visiting shut-ins.  We encourage and commend Gail for his efforts to prepare himself for ministry.

 

RECOMMENDATION:  We recommend that when Donna Heller has completed Communion Celebrant training, she begins serving the Chandler Church as an Elder Celebrant as needed.

“L”   REPORT 2  BOARD OF CONGREGATIONAL AND PASTORAL CARE

The Board of Congregational and Pastoral Care met on October 10 with Terry Gordon, Adam McReynolds, Eduardo Montoya, Stanley Kline and J. B. Gates present.  The meeting opened with prayer by Adam McReynolds.

The Board met with Rev. Melissa Goodloe regarding the position of “Shepherding Pastor”.  Rev. Goodloe informed the Board that she accepts the challenge.  She shared that the decision was reached after considerable prayer and conversation with her husband.

 

RECOMMENDATION 1:  Presbytery employ Rev. Melissa Goodloe as Presbyterial pastor.

 

RECOMMENDATION 2:  That Presbytery pay $200.00 to Rev. Goodloe to be used to pay for expenses incurred in starting this ministry.  Reports are to be made to the Board of Pastoral and Congregational Care on a monthly basis. 

 

RECOMMENDATION 3:  Rev. James Messer be appointed moderator of the Chandler church.

Due to the action of Presbytery at this meeting, the Board makes the following recommendation:

 

RECOMMENDATION 4: North Central Presbytery guaranty the loan of the Communidad Christiana Cumberland (Christian Community Cumberland Presbyterian Church), East Dundee, IL from the Board of Stewardship Foundation and Benefits.

Standing Rules

For

North Central Presbyterial Women’s Ministry

 

 The North Central Presbyterial Women’s Ministry shall meet in the spring on a date and place set by the Presbyterial Executive Committee for the Spiritual Celebration, meeting on a Friday and Saturday ; and on the second Friday and Saturday in October at 1:30 p.m. local time in conjunction with the meeting of North Central Presbytery.

 

Elections will be held to fill vacancies because of expiration of term or a vacated office.  The officers shall be President, President-Elect, Secretary, Treasurer, and Past President/Historian.  In the event the President cannot fulfill her term, the President-Elect shall preside.  This will not interfere with her full term as an elected President.  The President, President-Elect, and Past President/Historian will each serve two (2) years in office.  The Secretary and Treasurer will each serve three (3) years in office.  An officer may not hold concurrently an office in the CPWM and a Presbyterial Board.

 

The financial budget is to be prepared by the Executive Committee and presented to the fall meeting for approval.

 

When the budget allows, the President shall be the voting delegate to Convention each year of her presidency with the President-Elect as the alternate.

 

The delegate to Synodic Retreat will alternate between the secretary and the treasurer.

 

The expense of the presbyterial delegates to Convention and to Synodic Retreat shall be paid according to actual cost of room, board, registration, and transportation paid at $.40 per mile.

 

The Standing rules shall be included with the minutes.  The minutes for each Presbytery meeting must be sent to the Stated Clerk within 10 days after Presbytery, in order to be printed at no cost by the Board of Finance.

 

The names, addresses, and telephone numbers of the officers will appear in the minutes.

 

The committees to be appointed at the fall meeting of the Presbytery are: Credential, Correspondence, State of Work, Resolutions, and Auditing.  The Nominating Committee shall be appointed in the spring and report at the fall meeting.

 

The Presbyterial CPWM shall have a Second Mile Project to be supported by the local CPWM’s.  The Offering will go to a world mission project from fall to spring meeting, and a home mission project from spring to fall meeting.  Offerings will be brought as “Blessing Box” offerings with the local CPWM’s choosing their own methods of raising the offering.

 

A perpetual membership will be presented to the Past President at the fall meeting of her retiring year.  The Executive Committee may choose another person to be honored at the Spring Retreat.

 

The Standing Rules are based on the Denominational Women’s Ministry Guidelines and shall not conflict with them.

Friday, October 10

 

Welcome and call to order by President Lucy Becker.  Jo Ann Shugert gave the opening prayer.

 

Credential Report #1 was given by Norma Farris and marked “A-1”.  There were 13 in attendance.

 

We Joined in singing the theme hymn “Great Is Thy Faithfulness”.

 

Nancy Gordon, President-Elect, gave a devotion entitled “Weeds and Seeds”.  She used scripture from Proverbs, I Corinthians and Galatians.  The scriptures included gifts of the spirit, fruit of the spirit (the seed we should be planting) and the acts of the sinful nature (weeds that often interfere with the Christian Life).  She closed with Philippians 2:1-4.

 

The Financial Report was handed out by Treasurer, Anna Ruth Long, approved and marked “B” and filed.  The Proposed Budget was also distributed for action to be taken on Saturday.

 

Jo Ann Shugert, who is a member of the Missions Ministry Team, brought greetings and explained the changes that were taking place including the new name for the former Board of Missions.  Rev. Bob Watkins spoke and took questions from the ladies.  He mentioned that some missionaries had returned to the states and would not be returning to the field.  He told us that people are being called to service, but that finances were not available to send them out.  He explained that we are fast becoming a minority in the C.P. Church.  Our Church is reaching out in Asia as never before.  The Missions Team is challenged with the ever changing spread of the gospel.

Saturday, October 11, 2008

 

President Lucy Becker called the meeting to order.  Dr. Jay Earheart-Brown, President of Memphis Theological Seminary, spoke to us about the work of the Seminary.  He mentioned that more international students are attending the Seminary to learn more about the C.P. structure and work of the denomination.  They also have a Hispanic instructor at the Seminary.  He brought to our attention that the Seminary is conducting a Study Tour of Greece in May of next year.  Others are encouraged to come along or to help with expenses for students to take the Travel Study Course.  He did Emphasize that the Seminary is training Pastors to have a heart for missions.

 

 

After Dr. Brown’s presentation, June Smith opened the meeting with prayer.

 

Credential Report #2 was given and marked “A-2” with a total of 15 in attendance.

 

Nancy Gordon gave a short report on Convention that was held in Japan.  Nancy brought out that only 2% of the Japanese people are conservative Christians.  Anna Ruth Long reported on the Synodic Retreat held last month near Evansville.

 

It was reported by Treasurer, Anna Ruth Long, that the offering last night for the Daniel Jang Ministry was $820.00.  We then took up our Blessing Box offering that is to be sent to the Choctaws.  Lucy offered the prayer of thanks and it amounted to $270.00

 

Correspondence was red by Anna Ruth Long from Boyce and Beth Wallace, thanking us for the Spring Blessing Offering that was sent to the Remansos area near Cali.  A note was also read from Marj Gittings from the Shinar Church, thanking us for the invitation to attend the Fall Retreat and reminding us that the CPWM group there was disbanded.

 

Committee Reports:

             Correspondence:  Cards were sent to 6 Missionaries, 2 get well and 1 to Jose Fajardo.  Marked “B” and filed.

             State of Work:  No written report – just a short overview.

             Auditing:  The books were found to be in balance and Anna Ruth commended for good work.  Marked “C” and filed.

             Resolutions:  A verbal thank-you was given by President Lucy Becker for the hospitality of the Bethany Church.

             Nominating:  The following report was submitted and marked “D” and filed.

The Committee could not find anyone willing to take the office of President-Elect.

 

There was discussion about sending only one person to Convention.  It was noted that finances did not permit this.  There was also a Motion brought before the floor to change the Blessing Box Offerings proposed in 2009.  The Spring Offering will go for the Work Trip Supplies and the Fall will be for Colombia Elementary Scholarships.  The Motion passed.

 

The Executive Committee brought to the floor that there is fear that the Presbyterial CPWM will die out.  This was brought about because no one was willing to serve as President-Elect.  We encouraged the ladies to take this back to their local groups for discussion and then to have a time at the Spring Retreat to take about the future of our group.

 

A Perpetual Membership was presented to Jan McReynolds.

 

The Proposed Budget was accepted and Marked “E” and filed.

 

We were dismissed in prayer by Lucy Becker.
