MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY April 3-4, 2009 AFTERNOON SESSION, APRIL 3, 2009 1:30 p.m.
The opening worship service was led by the retiring moderator, Rev. Melissa Goodloe with Bettie Wheat at the piano and Sharon Carter as song leader. After Rev. Goodloe opened with prayer, the congregation sang, “Amazing Grace.” Rev. Goodloe read from James 1: 19-25 and she spoke on “Following God’s Rules.” Don’t forget to follow God’s word in our activities. The congregation sang “He Lives.”
Rev. Blevins, host pastor, gave the necessary announcements.
The moderator called the meeting to order. After a sign-in roll call the clerk declared a quorum present.
Rev. James Messer prayed the Constituting Prayer.
Rev. Melissa Goodloe was elected moderator by acclamation. Rev. James Messer was elected Vice-Moderator by acclamation. The program was adopted as printed.
Visitors: Rev. Dr. Jonathon Clark, Murphysboro Presbytery and Moderator of General Assembly, was recognized and seated an advisory member. Mike Parker, Director of Capital Funding of Bethel College, and Pat White, editor of the Cumberland Presbyterian Magazine were recognized. Jerry Clark, elder of Wheatcroft KY was recognized as a visiting elder.

The moderator called recess out and appointed members to the select Committee on Overtures, Resolutions and Excuses: Chr. Rev. Richard Shugert, Revs. Terra Sisco and Kevin Vanderlaan and elders Jack Enlow and Anna Ruth Long.
Communications: Excuses were referred to the Committee on Overtures, Resolutions and Excuses. A letter from Dr. Carroll Richards was referred to the Overtures, Resolutions and Excuses Committee. A letter from Rene Alvarez was referred to the Board of Pastoral and Congregational Care. The 2009 Treasurer’s Report was received, marked “A” and placed on file.
Denominational Representatives:
Dr. Clark of Murphysboro Presbytery, Moderator of General Assembly spoke. He gave his background about being raised in the Wheatcroft KY CP Church. The C P church is growing in the eastern part of the world. He said the CP church is alive and well but that it has some challenges. We, as Christians, need to stand up for our faith. Our denomination has an emphasis on evangelism. We have miniversities and workshops that focus on it. With all the negativity in the world, we need to encourage and share the good news. We are in a period of restructuring as a church. Change is difficult and we are in a time of learning and our church will be better when it is accomplished. Pray for the Ministry Council. The Denominational Center has been done correctly and is very functional. Some payment is still needed for the retirement of debt on the building. Financially, the CP Church is experiencing challenges due to the present economy. OUO is the funding that provides for programs to reach people for Christ so please continue to support it. Memphis Theological Seminary has a student body of over 300. Bethel College is ranked as the fastest growing in TN. The Children’s Home is changing by adapting to differing needs; single parent program is one of them. We need to increase membership of the Church. He challenged each member to reach out to others. It is exciting to be a member of the C P church.
Mike Parker, Director of Capital Funding of Bethel College. He thanked the Moderator for his kind words about the College and Pat for her work with the College. The College is now working on paperwork to be a University. It is the fastest growing college in TN. There were 2408 students in the fall semester and the population is up this spring. The Athletic programs are reaching national recognition. Renaissance consists of 250 honor students. The Capitol Campaign has funded the new science building at $2.5 million. After the finances are received, a new Student Life Building and new dorms are planned. They only build after money is received. He thanked Presbytery for help in Bethel’s success. Pray for the College. All at the College appreciate it.
Pat White, editor of Cumberland Presbyterian Magazine, stated it is good to be home. There have been a lot of changes in the Church. It was a sad day when Frontier Press was closed The Missionary Messenger was a magazine and is now a newspaper. Missions have changed; they used to be the emphasis of the women, now have their own Board. Bethel College has changed to a covenant relationship. The Resource Center closed with only online orders. The Center has moved. Electronic curriculum is being promoted instead of printed material. The magazine has an Every Member plan. The churches need to consider it. The CP Magazine connects different facets of the church. The magazine is in jeopardy. We must have more subscribers. Ask people to become a subscriber if they feel it will keep them connected with other church members; also send stories to the magazine.
BOARD REPORTS
Report 1 of the Board of Judiciary and Session Records was adopted as read, marked “B” and placed on file.
The report of the Board of Finance and Trustees was accepted as read, marked “C” and placed on file.
Report 1 of the Board of Pastoral and Congregational Care was read, concurred in, its recommendations adopted, marked “D” and placed on file.
The report of the Board of Heritage and Witness was adopted as read, marked “E” and placed on file.
The report of the Board of Nominations was read, concurred in, its recommendations adopted, marked “F” and placed on file. The nominees were elected by acclamation.
The report of the Board of Christian Education was accepted as read, marked “G” and placed on file.
The report of the Board of Ministry was read and by motion vote was made to consider the recommendations seriatim. Recommendation 1 was adopted. Recommendation 2 was adopted unanimously. Recommendation 3 was adopted. Recommendation 4 was adopted. Recommendation 5 was read. J. C. McDuffee was questioned by the body. On motion, Recommendation 5 was adopted unanimously. The responsibilities of a Licentiate were read. Rev. James Messer asked the Constitutional questions and they were answered in the affirmative. J. C. McDuffee was licensed by Presbytery and after prayer, the report of the Board of Ministry was read as a whole, concurred in, its recommendation adopted, marked “H” and placed on file.
Recess was called for committee work and dinner until 7:00 p.m. Rev. Blevins offered prayer on the work of Presbytery and the evening meal.
EVENING SESSION, April 3, 2009, 7:00 p.m.
The Consecration Service was opened with the prelude played by Bettie Wheat at the piano and Linda Massie at the organ and Kathy Glover as song leader. The Moderator called recess out. Nancy Gordon explained the Cumberland Presbyterian Women’s Ministries theme, the Parable of the Mustard Seed. The project for tonight is Chinese Cumberland Presbyterian International for scholarships for Chinese children to attend school at the cost of $200 per student. The offering of $528.00 was taken by Sara McCawley, Rita Vaught, JoAnn Shugert and Lisa Oscier and the Offertory Prayer was offered by Nancy Gordon. “At Calvary” was sung and Rev. Blevins asked for prayer concerns. Rev. Albert Smith offered prayer. Kathy Glover sang the special, a medley of “Are You Washed in the Blood” and “I’ll Fly Away.” Rev. Blevins read from Matthew 14:22-23 after which he spoke on “Are You Comfortable?” If we get too comfortable, we can become lazy and won’t attempt to do what Christ is telling us to do. We must keep our eyes on Christ and do what he tells us to. If we fail, we need to just ask Him to save us. We all need to get out of our comfort zone. The Communion Service was officiated by Rev. Blevins with the assistance of elders Adam McReynolds, Nick Ashley, Paola Velasquez and Terry Gordon. After the congregational hymn, “Because He Lives” Rev. Blevins gave the Benediction. The Moderator declared recess until 8:30 a.m. Saturday morning. SATURDAY MORNING, April 4, 2009, 8:30 a.m.
The morning devotion was led by Candidate Gail Allen with Bettie Wheat at the piano and Dana Sutton, song leader. The congregation sang “Blessed Assurance.” He opened with prayer, and then read Psalm 126:5-6. He spoke on “Becoming Farmers of Men.” Saving souls is like farming. We must use the right inputs, spiritual seed, prayer, the Holy Spirit and prayer along with tears for a successful harvest. After prayer, the congregation sang “Victory in Jesus.”
The Heritage Report was on New Hope Church given by Roy Shanks. He also gave a Stewardship challenge that instead of giving the expected 10%, give 100% all of the time.
The moderator called Presbytery to order.
After a voice roll call, the clerk declared a quorum present.
The minutes were approved as corrected.
There were no communications but an announcement about the death of Betty Murrie reminding the body to keep her family in prayer.
Rev. Topar prayed a blessing on J. C. McDuffee being licensed and the Moderator called recess so the body could offer the right hand of fellowship to him.
BOARD AND STANDING COMMITTEE REPORTS
The Moderator declared recess out.
Rev. Shirley Topar talked about Darlene Gilding’s passing away from cancer. Darlene always looked forward to attending Presbytery and to being ordained. Rev. Topar asked that God’s love and compassion surround her family
The 2nd report of the Board of Judiciary and Session Record was read, concurred in, marked “I” and placed on file.
Report 2 of the Board of Pastoral and Congregational Care was read, its recommendations adopted, marked “J” and placed on file.
The Select Committee on Resolutions, Overtures and Excuses was read, it was voted to consider the recommendations seriatim Recommendation 1 adopted. Rev. Kevin Vanderlaan prayed that the Parman family be wrapped in the arms of God. Recommendation 2 was adopted by voice vote with Rev. James Messer and Rev. Shirley Topar dissenting (25-2). Rev. Montoya led in prayer for the family of Rene Alvarez. Recommendation 3 was adopted. The report of the Select Committee on Resolutions, Overtures and Excuses was read as a whole, concurred in, its recommendations adopted, marked “K” and placed on file.
Rev. Montoya spoke about the things he has learned from the past experiences. He made the following motion: That Presbytery instructs our stated clerk to communicate to the Immigration Department, Central Presbytery of National Presbyterian Church of Guatemala and the Hispanic Bible Institute of Chicago about this Presbytery’s action in regard to Rene Alvarez and disclose the reason for the action at his discretion; motion passed.
The Moderator declared a recess for a closed session regarding the Judiciary Committee Report and only delegates and ordained ministers stayed with others retiring.
A letter from Dr. Carroll Richards was discussed. A letter from the Central Presbytery of National Presbyterian Church of Guatemala was read. Rev. Dallwig discussed the decisions that were made and the reasons for them by his committee. Rev. Dallwig made a motion to rescind the report on the Judiciary Committee. After discussion, the vote to rescind was unanimous. Prayer was offered on behalf of the member and his family the issue concerned. The moderator declared recess out.
The result of the closed meeting was that Presbytery unanimously voted to rescind the report of the Judiciary Committee. Moderator presented these results to the entire body.
Rev. Goodloe gave information about the Shepherding Program.
The Moderator appointed Chr. Rev. Shirley Topar, Rev. Geoff Bunting and elder Adam McReynolds to the Memorial Committee for the Fall Presbytery.
The Minutes were approved as read.
Final voice roll call. Clerk declared a quorum present.
The Presbytery adjourned to meet October 9-10, 2009, 1:30 p.m. local time with the Georgetown CPC in Georgetown, IL.

The Board of Judiciary and Session Records of North Central Presbytery met February 28, 2009, at the Willow Creek church. The meeting was opened with prayer by Rev. Roger Dallwig. New Board members Rev. Carroll Richards and Rev. David West were welcomed. Rev. David Parman requested to be excused due to his wife’s health, the excuse was granted. Members present were Chairperson Roger Dallwig, Secretary Mary Gard, Nelda Kline, Rev. David West, Rev. Carroll Richards.
By consent Rev. Dallwig will remain Chairperson and Mary Gard Secretary.
Minutes were received from the following churches: Morningside, New Hope, Pleasant Grove, Shiloh, United, and Willow Creek. Oak Grove minutes were received electronically but were unable to be opened for reading until after the meeting. Rev. Parman received Mt. Olivet minutes electronically and requested permission to bring Monroe City minutes to the fall Board Meeting. Spring Hill reported that they have not had a session meeting in the past year.
Minutes were not received from: Lebanon North, Lebanon South, Lincoln 1st, Monroe City, Mt. Gilead, Mt. Oval, Shinar, Union North, and Village. Lebanon South has not presented minutes for the past 8 years. The following have not presented minutes for 4 years: Mt. Oval, Union North and Lincoln 1st. The following also did not present minutes last year: Lebanon North, Monroe City, Shinar and Village.
Minutes were read and on motion by Mary Gard, second by Nelda Kline approved as read. Meeting was adjourned with closing prayer by Rev. Dallwig.

APPENDIX “C” Board of Finance and Trustees To: North Central Presbytery of the Cumberland Presbyterian Church in session with the Elm River Cumberland Presbyterian Church, Cisne, IL, April 3-4, 2009
Don Finley, chairman, opened the meeting with prayer. Election of officers: Mike Zoll, chairman, Vivian Fessenbeck, secretary. Petersburg Church has been closed and property will be sold. Motion was made and seconded to give Debbie Shanks permission to sign a contract with the auctioneer to sell the property, and to pay his people to clean up and prepare for the auction.
Auditing Committee: Don Finley, Mike Zoll, Stephen Hughes, and Rita Vaught audited the Treasurer’s books and all was in order.
APPENDIX “D” Report 1 Board of Pastoral and Congregational Care
The Board of Pastoral and Congregational Care met at Willow Hill C. P. Church on February 28, 2009, with the following members present: Terry Gordon, Jerry Pataki, Stanley Kline, Adam McReynolds, Eduardo Montoya and J. B. Gates. The meeting opened with prayer by Jerry Pataki. A request to be excused from Sue Strause was received and an excuse was granted.
Nominations of officers for the coming year were: Chairperson – Terry Gordon; V. Chairperson – Eduardo Montoya; Secretary - J. B. Gates. The nominations were closed and these officers were elected.
Moderator Reports Rev. Albert Smith. Petersburg Church – Final report – The members will be transferred to Shiloh. Beecher City & Spring Hill Churches are ok. Dr. Carroll Richards – Fullerton – Has given communion quarterly. UM Minister is doing a good job and doing things by COF Rev. Rich Shugert - Georgetown - They are wonderful people.
RECOMMENDATION ONE: The pastoral relationship between Comunidad Cristiana Cumberland Church and Rev. Rene' Alvarez be dissolved. Moderator appointed to Comunidad Cristiana Cumberland –Rev. Jeremais Aros.
Shepherding Plan The Committee met with Rev. Melissa Goodloe on the Shepherding Plan. It has been a slow start but Rev Goodloe sees the program making advancements. Mt Gilead has asked her to come to talk.
A motion was made that we bring Joey Edwards’ letter up to Presbytery to send to West Tennessee Presbytery without reservations. Joey has met the requirements of this committee and Presbytery.
RECOMMENDATION TWO: A letter to transfer Rev. Joey Edwards to West Tennessee Presbytery be granted.
The Committee discussed the situation at Comunidad Cristiana Cumberland and Rene’ Alvarez. A meeting was held at East Dundee with the session and members on January 17, 2009. Our report was sent to the Judiciary Committee.
The meeting closed with prayer by Terry Gordon at 10:55.

To the North Central Presbytery of the Cumberland Presbyterian Church The Board of Nominations met on February 28th at Willow Creek CPC in Martinsville, Il. Members present were Sara McCawley, Lucy Becker, and Jan McReynolds. Meeting was opened with prayer by Jan McReynolds. Officers elected for 2009 as follows, Sara McCawley - Chairperson, Jan McReynolds – Secretary.
The board makes the following recommendations. Recommendation one: The following persons be placed into nomination for the responsibilities indicated:

Attendance was good. Music was led by a praise band. Small groups acted out situations of “what kids deal with.” Successful Convocation. Other Reports: Fall Youth Convocation 2009 is invited to Willow Creek CPC Willow Creek CPC Revival is April 8-10, 2009 Consider for budget in August the “Wake Up!!!” Youth Evangelism Conference for 7th grade – college freshman. December 27-30, 2009 held in Nashville, TN “Opening Doors to Discipleship” is CE information free to CPs for leadership development tools. Urbana Missions Conference: Confirmed the Board of Congregational and Pastoral Care recommended granting scholarships for Katelyn Baker and Steven March. Approved at Fall Presbytery 2008. Upcoming Events: Spring Youth Convocation will be March 13-15, 2009 at Bethany CPC, Bethany, Illinois; ages 9th grade through 22 years of age. Junior/Junior High Camp will be June 7-12, 2009, at Brush Creek Campground, Xenia, IL. Co-directors are Margaret Allison, Kevin Small and Sandra Stence. Focus will be on I Timothy 6:19 “In this way they will lay up treasure for themselves as a firm foundation for the coming age, so that they may take hold of the life that is truly life.” Camp fee of $85 includes a non-refundable canteen fee. Youth entering 4th grade through those entering 9th grade. Churches will be invited to help in the kitchen: Sunday-Fairfield; Monday-Lebanon; Tuesday-Good Prospect, Trilla; Wednesday-New Hope; Thursday-Willow Creek. If others are available or interested in helping; contact Co-directors. Other churches to help in the kitchen would be appreciated. NCPYC (Big Kids Kamp-BKK) will be held July 26 – August 1, 2009, at Brush Creek Campground, Xenia, IL. Co-directors are Cheryl Allison and Chet Snyder. Speaker-Alvin Summers. Bible study “Where Religion Goes To Die” is being written by Debbie Shanks based on Psalm 147:11. Camp fee is $100 (Canteen is available for additional cost) Youth 9th grade through 22 years of age. Churches will be invited to help in the kitchen as they are at the Junior/Junior High Camp

APPENDIX “H” Board of Ministry
To the North Central Presbytery of the Cumberland Presbyterian Church The Board of Ministry met at the Comfort Inn in Casey, Il on February 27-28, 2009 at 6:30 pm. Board members present were Rev. Shirley Topar - Chairperson, Nick Ashley - Secretary, Roy Shanks, Rev. Rich Shugert, Rev. Robert Watkins, Rev. James Messer. Candidates Gail Allen, Tim Goodloe, and J. C. McDuffee were present Our guests were Ms Karen Allen and Dr. Thomas Campbell, Director of the PAS program for the Cumberland Presbyterian Church. Request for an excuse from board member Andy Pottorff was granted. Rev. Watkins conducted a training workshop for elders to serve communion to their congregations in the absence of an ordained minister. Recommendation One: That the following elders be certified to administer Communion in accordance with our Confession of Faith, Charlotte McMaken (Faith Church) and Jerry Middleton (New Hope).
Dr. Thomas Campbell brought a workshop on sermon preparation. On Saturday morning, February 28, 2009, Dr. Campbell met with the candidates. Status of the Candidates Darlene Gilding has gone home to be with the Lord, a Prayer Shawl was prepared and sent to her family to remind them that God’s loving arms are around them always. Gail Allen has completed his college level Computer Class also a Composition and Writing Class. He is currently enrolled in an Advanced Writing Course. He has agreed that he will enroll in PAS after he receives a C or better in the Advanced writing Course Recommendation Two: That Gail Allen be approved for PAS.
Recommendation Three: That the Presbytery encourage local churches to use Gail Allen to fill the pulpit.
Tim Goodloe’s status remains unchanged, he will continue under the care of the Presbytery, but must make his secular employment a priority at this time. A time of prayer was held for Tim Goodloe.
Recommendation Four: That the Presbytery encourage local churches to use Tim Goodloe to fill the pulpit.
J.C. McDuffee has only seven and one-half class assignments left to complete his PAS requirements He expects to be finished in the summer of 2009. After due examination…
Recommendation Five: That J. C. McDuffee be licensed by North Central Presbytery.
Motion made and seconded to elect Rev. Shirley Topar Chairperson - motion carried. Motion made and seconded to elect Nick Ashley Secretary - motion carried. Nick Ashley closed with prayer.

APPENDIX “J” Report 2 Board of Pastoral and Congregational Care
To: North Central Presbytery of the Cumberland Presbyterian Church is session with the Elm River Cumberland Presbyterian Church, Cisne, Illinois, April 3-4,2009.
The Board met with all members present except Sue Strause. Meeting opened with prayer by Adam McReynolds. Letter from Rene’ Alvarez was taken under advisement. He has requested time for counseling. He has asked Reverends Roger Dallwig, Robert Watkins, and Lynn Thomas during the restoration time in the way of support and counseling for him and his family.
RECOMMENDATION 1: That North Central Presbytery assume liability of the obligation to the General Assembly Board of Finance, relieving the Congregation, Comunidad Cristiana Cumberland Presbyterian Church, of the responsibility. And that Rene’ Alvarez be responsible for the funds so loaned.
RECOMMENDATION 2: That the loan be repaid to General Assembly Board of Finance by North Central Presbytery in a lump payment.

APPENDIX “K” COMMITTEE ON RESOLUTIONS, OVERTURES AND EXCUSES
The Committee of Resolutions, Overtures, and Excuses of North Central Presbytery meeting Friday, April 3 and Saturday, April 4, 2009 at Elm River Cumberland Presbyterian Church in Cisne, Illinois
We make the following recommendations:
Recommendation #1. After careful consideration, we recommend the following to be excused from the April 3 and 4, 2009 meeting of Presbytery: Elders: Grace, Morningside, and Shinar for both days and Burnt Prairie for Friday only, Cumberland Chapel for Saturday only. Pastors: Rev. Marcia Compton, Dr. Carroll Richards, Dr. Robert Watkins, and Rev. Dave Parman. We also ask the Presbytery to take a moment to pray for Rev. Dave Parman and his family as his wife is experiencing serious health issues. In light of recent documentation received from Central Presbytery of Guatemala and in response to correspondence received from former Stated Clerk, Dr. Carroll Richards, this committee makes the following recommendation:
Recommendation #2. We recommend that North Central Presbytery reverse the decision of the April 1-2, 2005 meeting of Presbytery in receiving Rene Alvarez as a provisional member. We also ask that Presbytery take a moment to pray for Rene Alvarez, his family and the Comunidad Cristiana Church.
Recommendation #3. We recommend that North Central Presbytery thank the Rev. Ralph Blevins and Elm River Cumberland Presbyterian Church for their hospitality and great food while hosting Presbytery.

Judiciary Committee [rescinded]
To North Central Presbytery of the Cumberland Presbyterian Church in session with the Elm River Cumberland Presbyterian Church, Cisne, Illinois, April 3 and 4, 2009.
A hearing to consider the report and recommendations of the Disciplinary Commission of the North Central Presbytery was held at 1:00 p.m. on February 28, 2009, at the Willow Creek Cumberland Presbyterian Church.
Members of the Judiciary Committee in attendance were Chairperson the Rev. Roger Dallwig, Secretary Mary Gard, Nelda Kline, the Rev. Carroll Richards and the Rev. David West.
The hearing was conducted in accordance with the Rules of Discipline of the Cumberland Presbyterian Church. On vote it was agreed that according to the evidence presented, it is more likely the accused, the Rev. Rene Alvarez, is guilty of the charges brought against him and disciplinary action was taken. Discipline was assessed as follows:
1. That the Rev. Rene Alvarez be suspended from the ministry of North Central Presbytery for 12 months, and that at the conclusion of that period he be deposed and his name be removed from the roll of ministers of the North Central Presbytery. 2. That North Central Presbytery continue the petition of sponsorship to the U.S. Citizenship and Immigration Services for Permanent Residence Visas on behalf of the Rev. Rene Alvarez and his family for a maximum period of 12 months, or his obtaining a different sponsor should that occur first. That following the deposing of the Rev. Rene Alvarez, should he petition North Central Presbytery for reinstatement, his request would be considered only after repayment of the $10,540 loan that North Central Presbytery secured.
