MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY

 April 13-14, 2007

 AFTERNOON SESSION, April 13, 2007, 1:30 p.m. CDT

 

The opening worship service was led by the retiring Moderator, Rev. Terra Sisco with Lori Williamson at the piano. After the congregation sang “He Lives”, Rev. Sisco opened with prayer. Rev. Sisco read Matt. 28:16-20 and spoke on “What We Are Called to Do.” The congregation hymn “Onward Christian Soldiers” was sung, and Rev. Sisco closed in prayer.

 

Rev. Kevin Small, pastor host, welcomed everyone and gave the necessary announcements.

 

The moderator called presbytery to order. After a sign-in roll call, a quorum was declared present. Rev. Joey Edwards led the constituting prayer.

 

Debra Shanks was appointed Stated Clerk pro tem.

 

Dr. Robert Watkins was elected Moderator by acclamation. Rev. Shirley Topar was elected Vice-Moderator by acclamation. The program was adopted as printed.

 

Recognition of Visitors: Rev Don Hubbard, General Assembly Moderator from East Tennessee Presbytery and Rev. Joey Edwards, West Tennessee Presbytery were recognized and seated as advisory members.

 

The moderator declared recess.

 

The moderator declared recess out. He appointed members to the select Committee on Overtures, Resolutions and Excuses: Revs. Ralph Blevins and Terra Sisco, Elders Adam McReynolds, Sue Strause and Roy Shanks.

 

Communications: The Treasurer’s Report was received, marked “A” and placed on file. A report from the Commission to Install Roger Dallwig was read and accepted , marked “B” and placed on file. On motion the commission was dissolved. A report from the Commission to Close the First Cumberland Presbyterian Church of Warren, MI was read, accepted, marked “C” and placed on file. On motion the commission was dissolved. A letter from the Hanover Park Fellowship updating presbytery and inviting them to meet there in October was read and referred to the Committee on Overtures, Resolutions and Excuses. A letter from Melissa Goodloe was referred to the Board of Congregational and Pastoral Care. A letter from the session of the Chandler Cumberland Presbyterian Church was referred to the Committee on Overtures, Resolutions, Excuses. Requests for excuses were referred to the Committee on Overtures, Resolutions and Excuses.

 

Hearing of Denominational Representatives: Rev. Don Hubbard, General Assembly Moderator, brought greetings from the General Assembly. He mentioned entities that need our prayers and concerns and their accomplishments: The Board of Christian Education sponsored mini-versities; The Board on Stewardship had a 2006 assembly and a promotion to support the Biblical commitment of tithing; the Board of Missions asked for prayers for Matt and Heather Wallace as they prepare to go to Myamar (Burma). The churches in Colombia need our prayers. The Commission on the Ministry Task Force has new recommendations for changes in ordination. The Center Task Force is trying to sell the Center property and seek new property. The Organizational Task Force has recommendations on how to meet goals of the church. The Historical Foundation needs prayer because we need to preserve the heritage of the church and each congregation needs to appoint a historian. Remember Memphis Theological Seminary and PAS in prayer. The seminary has record enrollment we need to be thankful to God and for him to lead us for developing new program. Each congregation is encouraged to appoint a liaison to send information to The Cumberland Presbyterian magazine. Bethel College is growing and has a good atmosphere, and is looking good.

 

Mike Parker, Bethel College representative, gave a power point presentation on the College. It has 2,080 students and is the fastest growing college in TN. The athletic teams are performing well. Renaissance will begin their summer tour in May; Bethany May 13, Chandler Apr. 27, Fairfield May 19, 20. In the Washington Monthly College Rankings Bethel is 59th across the US. North Central Presbytery is a good supporter of the college with prayers, money and students sent there.

 

Dr. Robert Watkins, representing the Board of Missions told what your money (OUO) is doing around the world: The 1st Cumberland Presbyterian Church in Laos will open this fall with 50 members; the 1st new church in S. Korea organized with more than 100 members. They are responsible for sending 2 missionary families to the Philippines and Cambodia and planting 3 churches in Mongolia. It doesn’t take a large amount of money to accomplish a lot. There is expansion of work into southern part of Colombia and in Guatemala. If you want to go on a Mission trip let the Board know. There is a team going next month into the deepest part of China. A team is going to Brazil to work with the one church there. There is a full commission going to Japan for General Assembly. The projections are that by 2035 there will be more Cumberland Presbyterians living outside the US than inside.

 

Board Reports

 

The Report of the Board of Nominations was read, its recommendations adopted, marked “D” and placed on file. The nominees were elected by acclamation.

 

The report of the Board of Finance and Trustees was read, concurred in, marked “E” and placed on file.

 

The report of the Board of Heritage and Witness was read, concurred in, marked “F” and placed on file.

 

The report of the Board of Christian Education was read, concurred in, marked “G” and placed on file. Rev. Small announced camp flyer packets are to be picked up.

 

The report of the Board of Judiciary and Session Records was read, concurred in, marked “H” and placed on file.

 

The report of the Board of Ministry was read, and voted to consider the recommendations seriatim. Recommendation 1 was adopted. Recommendation 2 was read and Kevin Vanderlaan was examined by presbytery and gave his testimony. On motion, Recommendation 2 was adopted. Rev. Topar asked the Constitutional questions which were answered in the affirmative and Kevin Vanderlaan was licensed. The remainder of the report was tabled until Saturday morning.

 

Recess was called for committee work and dinner until 7:00 p.m. The moderator offered prayer for insight and blessed the evening meal.

 

EVENING SESSION, April 13, 2007, 7:00 p.m.

 

The Consecration Service was opened with the prelude played by Pat Buckner on the organ and Lori Williamson on piano. The moderator called recess out. Rev. Kevin Small led the Call to Worship after which the congregation joined in singing “When We All Get to Heaven.” Roy Shanks prayed the Opening Prayer. After a congregational hymn, “I Would Be Like Jesus” Lucy Becker read about the Cumberland Presbyterian Women’s Ministries Endowment for Minister Care for which the offering is designated. Nancy Gordon, Sara McCawly and Rita Vaught received the offering of $418.00. June Smith gave the Offertory Prayer. Rev. Don Hubbard, GA Moderator, read from John 8:1-11 after which he spoke on “The Land of Beginning Again.” We all have The Land of Beginning Again that is full of forgiveness, compassion and acceptance when we ask God’s forgiveness for our sins. After prayer, the congregation sang “Fill My Cup, Lord.” The Communion Service was officiated by Rev. Small with the assistance of Vivian Fessenbeck, Norma Calvert, Lori Williamson and Terry Gordon. Rev. Small closed with prayer. The moderator declared recess until 8:30 a.m. Saturday morning.

 

SATURDAY MORNING, April 14, 2007, 8:30 a.m.

 

The morning devotion was led by Dr. Robert Watkins with Lori Williamson at the piano. After prayer, the congregation sang “Fairest Lord Jesus.” Rev. Watkins then led in silent prayer for Joyce Lovelace. Rev. Watkins spoke on “Confessions and New Beginnings.” After silent introspection he led in prayer.

 

There was no Heritage Report.

 

Stewardship Report: Debbie Shanks spoke on “Being Good Stewards of God’s Story.” How do we know the Bible is true? There are more old manuscripts of the Bible than any other writings. Internal evidence is that we know the Bible is true because of eye witnesses and there are no writings to dispute the facts. External evidence, because there are stories in the Bible that are known by people all around the world. The prophecies were fulfilled by Jesus. We all have an amazing story to tell. We must be honest about our stories so others will know that we aren’t perfect and God can change lives. God can change lives if we are good stewards of the story.

 

A Touch the Future Workshop was conducted by Roy and Debbie Shanks. The objective is to listen to God. Joshua 6:2-7, 20 was used as the basis of asking God what He wants us to do and listen. When we read Scripture, we need to ask what does it say to me individually or my church. The presbytery was divided into 11 groups to do the exercise by studying a Bible passage. In agreement the results were that we need do what God wants us to do and trust Him.

The moderator called recess out. After voice roll call, the stated clerk pro tem declared a quorum present. The minutes were approved as corrected.

 

Communications: A letter requesting to have his name dropped from the roll of CP ministers was received from Rev. Dan Gross; on motion the letter was tabled. The letter was taken off the table and accepted on motion. Rev. Dan Gross has been dropped from the Presbyterial Roll of Ministers. A letter from Rev. Geoff Bunting requesting that his name to be taken from the roll of CP ministers was not accepted.

 

The report of the Committee of Overtures, Resolutions and Excuses was read, concurred in, its recommendations adopted, marked “I” and placed on file. The moderator appointed Rev. Alvarez to be the organizing minister for Hanover Park Fellowship becoming a Church.

 

The Report of the Board of Ministry was taken off the table. On motion Recommendation 3 was adopted. The report of the Board of Ministry as a whole was read, concurred in, its recommendations adopted, marked “J” and placed on file.

 

The Report of the Board of Pastoral and Congregational Care was read, concurred in, its recommendations adopted, marked “K” and placed on file.

 

Report Two of the Board of Pastoral and Congregational Care was read, concurred in marked “L” and placed on file.

 

The moderator appointed Revs. Geoff Bunting and David Parman, and Elder Harriet Nale to the Memorial Committee for the Fall Meeting of presbytery..

 

Rev. Rene Alvarez thanked the presbytery for granting permission for them to organize as a church and supporting them. He asked for guidance and invited all to the “New Church” Party in October.

 

The minutes were approved as read.

 

After a voice roll call, the stated clerk pro tem declared a quorum present.

 

The meeting was adjourned to meet on October 12, 2007 at 1:30 p.m. CST, with the Hanover Park Cumberland Presbyterian Fellowship, Hanover Park, IL. Rev. Watkins gave the Benediction.

APPENDIX B REPORT OF THE COMMISSION TO INSTALL REV. ROGER DALLWIG

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

The Commission to Install Rev. Roger Dallwig convened on Saturday, November 11, 2006 at the Grace Cumberland Presbyterian Church in Lincoln Park, MI. Members of the Commission were Revs. Shirley Topar and Rene Alvarez and Elders Ken Everett and Marisol Marroquin. Rev. Shirley Topar asked the questions of covenant of the pastor and congregation. Elder Ken Everett read the scripture. Rev. Rene Alvarez gave the charge to the pastor and the congregation. Gerald Morgan of the Metropolitan Christian Council of Detroit-Windsor preached a sermon entitled "You May Be" based on John 3:1-7. The congregation provided a lovely reception.

Having installed Rev. Dallwig, the commission respectfully requests that the presbytery dissolve our commission.

APPENDIX C REPORT OF THE WARREN COMMISSION

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

Due to-a lack of active members, -declining finances, and an inability to secure pastoral readership, the Session of the First Cumberland Presbyterian Church of Warren, Michigan, after extended and prayerful-consideration and with congregational approval, petitioned the North Central Presbytery for permission to close and to dispose of it-s property. This petition was granted at the-Fall Meeting of Presbytery, October 13 and 14, 2006, and a Commission was appointed to oversee the closing of the church. The Commission was comprised of the Rev. Roger Dallwig (Chairperson), Elder Kenneth Everett, the Rev. Rene Alvarez, and the Rev. Shirley Topar.

As the Chairperson of the Commission was also the Presbytery's appointed Moderator of the Session-of First-C-P-Church-, it was-agreed that he-serve as liaison between the Session and the Commission and be empowered to sign all documents on behalf of Presbytery with the -Commission having final-approval-of all actions to ensure that everything would be done in accord with Cumberland Presbyterian Church polity.

At its-meeting on October -16, 2006, the Session listed-the property-with Real Estate Professional Services, an agency that deals exclusively with church properties. At its meeting on December 15, 2006,-the-Session, after examining three bids, voted to accept the offer of the Praise Worship Center of Madison Heights, Michigan, to purchase the property for $575,000 on a land contract with an initial down payment of $150,000 and monthly payments of $3,000 per month at 7% interest for 18 months. At the end of 18 months (or possibly before should Praise Worship Center sell their building) the balance will be due in full. In addition to the purchase price of $575,000, Presbytery will receive up to $44,175 in interest (if the contract goes the full 18 months and assuming there is no prepayment) increasing the total value of the sale to $619,175.

North Central Presbytery is amply protected because a deed is not tendered to the purchaser until the final payment is made. In addition, failure on the part of the purchaser to make monthly payments as agreed would put them in default, allowing Presbytery to take back the property and keep both the initial down payment as well as the monthly payments and resell the property. Further, the Praise Worship Center is required to maintain the building, pay all utilities and keep the property insured, naming North Central Presbytery as the first insured lien holder in case of a claim. All of the documents and paperwork were reviewed by Ronald Haystead, an attorney and member of Grace Cumberland Presbyterian Church, prior to the final signing and closing, January 19, 2007.

A Closing Service of Celebration and-Remembrance was held on-Sunday, January 14th at 2:00 pm-with 63-in attendance. The service was led by Rev. Dallwig who delivered the sermon, "To Everything There Is a Season."

The First Cumberland Presbyterian-Church of Warren can be proud-of its-77 years of serving our Lord Jesus Christ. During that time 17 men were-called by God to enter the Christian ministry and many who worshipped within its walls had their-lives transformed by the grace of God. So it was with deep thanksgiving that we celebrated-and remembered-the many ways in which God blessed this church. Its legacy will live on in the hearts and lives of these-who encountered the living God through its ministry.

The-members-of First-C P-Church will have their-memberships transferred to Grace Cumberland Presbyterian Church, Lincoln Park, Michigan, and the church records will be sent to the-Historical Foundation-of the Cumberland Presbyterian Church.

Having completed its task, the Commission requests that it be dissolved.

APPENDIX D REPORT OF THE BOARD OF NOMINATIONS

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

The Board of Nominations of North Central Presbytery met in session at the Willow Creek Cumberland Presbyterian Church near Martinsville, Illinois on February 24, 2007. Members present were Sara J. McCawley, Jan McReynolds, and Gail Fessenbeck.

The meeting was opened with prayer. By acclamation, Sara McCawley was elected chairman, and Jan McReynolds was elected secretary.

Discussed contacting churches to host presbytery meetings, but these have already been set through Spring, 2008.

We discussed nominations for Stated Clerk of North Central Presbytery. After consideration, we selected one candidate: Rev. Ralph Blevins. We further nominate Debbie Shanks for Treasurer and Ruth Gates for Recording Clerk

One Elder commissioner and one Elder alternate commissioner still needs to be elected for the 2007 General Assembly meeting. This board nominates Elder Jerry Pataki as commissioner and Elder Steve Hughes as alternate commissioner to the 2007 General Assembly.

This board considered commissioners and alternate commissioners for the 2008 General Assembly meeting with Japan Presbytery. We put the following names into nomination for the following positions: Minister commissioners: Revs. Kevin Small and Eduardo Montoya Alternate minister commissioners: Revs. Ralph Blevins and Carroll Richards Elder commissioners: Anna Ruth Long and Adam McReynolds Alternate elder commissioners: TBA

RECOMMENDATION: That the above names be placed in nomination for the responsibilities indicated.

APPENDIX E REPORT OF THE BOARD OF FINANCE AND TRUSTEES

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

On March 22, 2007 the board met at the Willow Creek CPC. Members present were: Stephen Hughes, Terry Titus, Debbie Shanks, Mike Zoll, Don Findley and Vivian Fessenbeck. Rita Vaught was excused. Don Findley, chairman; Terry Titus, vice-chairman and Vivian Fessenbeck secretary were elected as officers for the coming year.

Chairman Findley called the meeting to order and opened with prayer. The books of Stated Clerk Carroll Richards were audited and approved. The books of Treasurer Debbie Shanks were audited and approved.

A communication was received from the Hanover Park Fellowship concerning the assistance they have been receiving from the presbytery. The closing prayer was by Don Findley.

APPENDIX F REPORT OF THE BOARD OF HERITAGE AND WITNESS

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

The Board of Heritage and Witness met at the Willow Creek Church on February 24,2007. The following members were present: Albert Smith, Chris Blevins, Lisa Small, Priscilla Wilson and Ruth Louder. All members were present. We opened with prayer by Chris Blevins.

The first order of business was to reorganized our board. Albert Smith was elected Chairman and Ruth Louder, Secretary. Karen Peel has a lot of history reports from the estate of the late Ellen Roberts that she is going to copy and give to the committee for our History Book. We appreciate that.

We discussed in depth our concerns about the problems in our churches. We recommend that the people of our presbytery be in prayer for the issues that need to be addressed. Such as:

l. Hymns versus Contemporary music

2. More formal worship versus less formal.

3. To be aware of God's leading.

4. For the need of more Cumberland Presbyterian Ministers.

5. To remember that when we support the New Churches to also support older dying ones.

The Mt. Olivet Church is to have the Spring Historical Report, April, 2007. We recommend that persons giving History Reports remember to give a copy to the board for our book.

We closed with prayer by Albert Smith. especially remembering Helen Smith, Jared Brendal, our denomination and Mrs. Dave Parman

APPENDIX G REPORT OF THE BOARD OF CHRISTIAN EDUCATION

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

The Board of Christian Education met on February 24, 2007 at the Willow Creek Church, with the following members present: Ch. Kevin Small, Heather Wallace, Kim Wheeler, Carla Harnacke, Kathleen Fischer, Cheryl Allison, Anna Ruth Long, and Terra Sisco. Absent and excused, Dan Gross.

Kevin Small called the meeting to order, and Terra Sisco led the opening prayer. Nominations were opened for the offices of Chairman and Secretary. It was moved, seconded and voted to retain the current officers for another term.

A report of Fall Convo was given by Heather Wallace. It was held at Brush Creek being sponsored by Fairfield with around 30 in attendance. It was reported that it was a good experience for all who attended. It was noted that there will not be a 2007 Spring Convo, but United Church in Norris City has already given an invitation for Spring 2008.

It was mentioned that there will not be a denominational Camp Directors Conference this year, and it was understood that the denomination will start offering Camp Training Conferences instead. Rev. Small is to check on a possible Camp Training Conference for this area for Spring 2008.

Correspondence was shared from the denominational BCE regarding their desire to meet with presbyterial BCE’s for assessment of any way they can help at the local level. By consent it was decided to ask for a representative to meet with our own board, possibly this summer or as can be arranged.

BKK. co-directors are Cheryl Allison and Herschel French, and the camp is to be held at Brush Creek July 29 - Aug 4. The Speaker will be Victor Hassell, and the Worship Leader will be Adam Johnson. The Bible Study will be "All you Need" based on the book of James.

Junior/Junior High Camp will be held June 3 - 8, also at Brush Creek. The co-directors will again be Margaret Allison and Kevin Small. It is the hope that a pre-camp planning meeting for staffers will be held in late April or early May.

The meeting was adjourned and the closing prayer was led by Kevin Small

APPENDIX H REPORT OF THE BOARD OF JUDICIARY AND SESSION RECORDS

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

The Board of Judiciary and Session Records met February 24, 2007, at the Willow Creek church. The meeting was opened with prayer by Nelda Kline.

Members present were Chairperson Nelda Kline, Secretary Mary Gard, Roger Dallwig, and Bud Hannaford. A request to be excused was received from David Parman due to a scheduling conflict. Roger Dallwig was nominated as chairperson and Mary Gard as secretary. On motion nominations were closed and election by acclamation.

By consent the review checklist will be modified by adding:

12. Officer election, ordination, and installation.

In response to an inquiry from our board, communication was received from the stated clerk of the Chandler church notifying us that the session of the Chandler church will not be forwarding information to the board at this time for investigation as they are in the process of securing a full time pastor and several outreach projects. The board responded by letter asking them to let us know if they decide they want to meet in the future and a mutually convenient date will be set.

Minutes were received from the following churches: Lebanon North, Monroe City, Morningside, Mt. Gilead, Mt. Olivet, New Hope, Pleasant Grove, Shiloh, Shinar, Village, Willow Creek, and Ebenezer. It was noted that Ebenezer was received out of rotation as it is due at the fall board meeting. Spring Hill reported that they had not had any session meetings since the last time their book was reviewed.

Minutes were not received from: Lebanon South, Lincoln 1st, Mt. Oval, Oak Grove, Petersburg, Union North, United and Warren 1st. Of these churches it was noted that the following have not presented minutes for the past 6 years: Lebanon South, Oak Grove and Petersburg. Mt. Oval, Union North, United and Lincoln 1st have not been presented for 2 years. The board asks that the presbyterial appointed moderators of these sessions make every effort to present these minutes at the February 2008 board meeting. Also, the presbyterial appointed moderators are to review and sign the minutes even if they are not present for the meetings.

Appreciation was expressed to Nelda Kline for her past services as chairperson. The minutes were read and motion to approved. On motion, meeting adjourned with prayer by Roger Dallwig.

APPENDIX I REPORT OF THE COMMITTEE ON OVERTURES, RESOLUTIONS AND EXCUSES

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Fairfield C. P. Church, Fairfield Il, October 13-14, 2006.

We wish to thank the elders and congregation of Willow Creek Cumberland Presbyterian Church, Martinsville, IL for their gracious hospitality, delicious food and comfortable accommodations afforded the spring meeting of North Central Presbytery.

The committee received excuses from the ministers, candidates and sessions: Revs. Roger Dallwig, Marcia Compton, Peck Axton, Janeth Yarce, Carroll Richards, Eduardo Montoya, Dave Parman (Fri.), and Candidate Darlene Gilding, and elders from Churches: Ebenezer, Oak Grove, Shiloh, Burnt Prairie, Mt. Olivet.

RECOMMENDATION ONE: We recommend that these excuses be approved.

The excuse of Faith was denied. We remind churches, elders and candidates to provide a real excuse, not just “can’t attend.” [Clerk’s note: The oral request for an excuse from Faith Church gave lack of transportation as the reason for the request. The Clerk regrets that this was not clearly communicated by him to the presbytery.]

The committee received a request from Hanover Park Fellowship and make the following recommendation:

RECOMMENDATION TWO: We recommend that presbytery grant Hanover Park Cumberland Presbyterian Fellowship their request to organize as a church and in our Fall meeting of Presbytery to celebrate their organization with them.

Requests 2,3, and 4 from Hanover Park Fellowship will be given to the Board of Pastoral and Congregational Care.

In response to the letter received from Chandler Church, the committee recommends the following action.

RECOMMENDATION THREE: In response to information collected by presbyterial staff, we recommend the action of North Central Presbytery in its fall 2006 meeting in regard to the $10,000 monetary gift be rescinded and those monies remain the assets of Chandler Cumberland Presbyterian Church.

APPENDIX J  REPORT OF THE BOARD OF MINISTRY

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

The Board of Ministry met on February 24, 2007 at the Comfort Inn in Casey , IL . The meeting was opened with prayer led by Tom McReynolds. Members present were Chairman Ralph Blevins, Shirley Topar, Nick Ashley, Roy Shanks, and Secretary Tom McReynolds. A request to be excused was granted to Robert Watkins.

Roy and Debbie Shanks led a workshop for the probationers on implementing the processes of Touch the Future.   Probationers present were Candidates Jimmy Gifford, J.C. McDuffee, and Kevin Vanderlaan. Requests to be excused granted to Licentiates J.B. Gates and Darlene Gilding and to Candidate Herschel French.

Rev Ralph Blevins conducted a training workshop for elders desiring to serve communion in churches without an ordained pastor.

RECOMMENDATION ONE: That the following elders be approved to serve communion to their congregations in which CP ministers are not available: Brian Cramer – New Hope; Ron Huffman – Cumberland Chapel; Bobby Book – Bethany; D Young – Lebanon North; Mary Gard – Casey.

The board met with each of the candidates present to discuss their progress and to inquire of any needs they may have.

STATUS OF PROBATIONERS

Licentiate Darlene Gilding was unable to attend due to recent major surgery for cancer of the gums and mouth. The board prayed that God will bless Darlene with a complete recovery.

Licentiate J.B. Gates was unable to attend. The board the discussed his inability to complete his PAS work.

Candidate Kevin Vanderlaan has completed his studies at Lakeland Jr. College. Kevin is current in his studies with PAS and expects to finish in the fall of ’07.

RECOMMENDATION TWO: That Candidate Kevin Vanderlaan, after examination, be licensed by presbytery at this meeting.

Candidate Jimmy Gifford is currently enrolled at Covenant Seminary in St. Louis , MO. He reports that classes are going well and that he feels challenged by his teachers and the study materials. Jimmy shows a joy and excitement about his studies that is very encouraging to this board. He feels that he is growing in Christ through his studies at Covenant. Jimmy is also able to go home frequently, which allows him to be of great support to his widowed mother and his younger siblings.

RECOMMENDATION THREE: That Jimmy Gifford be approved to attend Covenant Seminary in St. Louis, MO.

Candidate J. C. McDuffy is making progress towards completion of his PAS studies. After completion of his PAS studies, he needs to complete a two year college degree. J. C. is serving filling the pulpit at Lebanon North and working full time.

Candidate Herschel French was unable to attend due to scheduling problem, he did meet with the board at our fall meeting. Herschel is presently enrolled at Asbury Seminary in Lexington , KY.

APPENDIX K REPORT ONE OF THE BOARD OF PASTORAL AND CONGREGATIONAL CARE

TO: North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Willow Creek C. P. Church, Martinsville IL, April 13-14, 2007.

On February 24, 2007 the Board of Pastoral and Congregational Care met at the Willow Creek C.P. Church for the Spring board meetings. Present were Stanley Kline, Adam McReynolds, Jerry Pataki, Don Groves, Sue Strause and Terry Gordon, Chairman. Member absent and excused was Eduardo Montoya. The opening prayer was by Sue Strause.

The following were elected as officers: Terry Gordon, chairman; Don Groves, vice-chairman; and Sue Strause, secretary.

Reports received from appointed Moderators were Oscar Nichols-Good Prospect, Ronnie Gross-New Hope, Bob Watkins-Pleasant Grove, Ronnie Gross-Pleasant Grove, Albert Smith- Spring Hill, Geoff Bunting-Oak Grove, and Albert Smith-Petersburg.

Rev. Rene Alvarez gave a presentation of the vision of Hanover Park. The support they would like from presbytery for January 2008 to December 2011 is:

a. 2008 80% of the previous support. $17,600.00

b. 2009 60% of the previous support. $13,200.00

c. 2010 40% of the previous support. $8,800.00

d. 2011 20% of the previous support $4,400.00

RECOMMENDATION ONE: That we support Hanover Park's schedule and approve the 2008 $17,600 amount, with a report due each year at our spring board meeting, following which the board will make a recommendation to the spring presbyterial meeting.

Heather Wallace thanked the board for her experience in the Urbana Youth Mission she recently attended in St. Louis.

RECOMMENDATION TWO: That a pastoral relationship between Rev. James Messer and Morningside Church be approved.

[Clerk’s note: This recommendation is subject to Rev. Messer’s letter being transferred from Covenant Presbytery before we meet.]

Because Dr. Carroll Richards has retired from the Lincoln Church, he and the session have requested that the pastoral relationship between them be dissolved.

RECOMMENDATION THREE: That the pastoral relationship between First CPC of Lincoln and Dr. Carroll Richards be dissolved.

RECOMMENDATION FOUR: That at his request, presbytery approve the employment of Dr. Carroll Richards as a chaplain in Memorial Medical Center in Springfield, IL.

RECOMMENDATION FIVE: That at the request of the Lincoln session, Dr. Carroll Richards be appointed moderator of their session.

After discussion on the new Shepherding Program the board's recommendation is:

RECOMMENDATION SIX: That presbytery offer a Pastor $150.00 plus mileage per week to help the small churches without pastors to preach, moderate sessions, etc.

Don Groves closed the meeting with prayer.
