APPENDIX F REPORT OF THE BOARD OF FINANCE AND TRUSTEES

To: North Central Presbytery of the Cumberland Presbyterian Church in session with the Morningside C.P. Church, Evansville, IN April 1-2, 2005.

The Board of Finance and Trustees submits the following report. The Board of Finance and Trustees met at Willow Creek CP Church on February 26, 2005. Present were Jerry Neidigh, Bob Owen, Rita Vaught, Ron Huffman, Debbie Shanks, and Steve Hughes. Don Findley and Terry Titus were excused from the meeting. Donnie Bailey resigned from the Board. Ron Huffman served as convener and opened the meeting with prayer.

Election of officers was held and the following officers were elected: Bob Owen, Chairman; Ron Huffman, Vice-Chairman; and Debbie Shanks, Secretary.

Bailiff Church agreed to pay $5,000 for the property of the former New Providence CP Church. Bailiff sent the Board a quit claim deed, which Ron Huffman and Bob Owen have signed and which will be mailed to Don Findley for his signature. After the Secretary receives the signed deed from Don Findley, she will meet with Bailiff’s attorney to finalize the sale.

The Denominational Health Insurance premiums have increased by about 10%, effective March 1, 2005. The new premiums are $1,045 for family coverage and $490 for single coverage. The employing church’s share of the new premium is $888.25 for family coverage and $416.50 for single coverage.

The 2004 Treasurer’s Report was reviewed. The Board expresses appreciation to the presbyterial committees/boards for their stewardship, and to the congregations of North Central Presbytery for their faithful support of presbyterial programs. Though health insurance premiums, scholarship grants, and expenses for camp, travel, etc. have increased significantly over the years, and though Presbyterial programming has continued to grow every year, Presbyterial expenditures for 2004 were actually less than those of 1997.

A letter was received from the Montgomery Cemetery Association, asking Presbytery to transfer ownership of a cemetery near Oakland City IN to the Association. The cemetery was deeded in 1906 to the Cumberland Presbyterian Church in Oakland City. The cemetery had been neglected until recently, when interested persons met together to organize the Montgomery Cemetery Association. Since their organization, the Association has cleaned up the property, repaired stones, and worked at locating existing graves and vacant cemetery plots. The Association would like title to the ground so they can sell plots and make further improvements to the cemetery. Debbie Shanks will contact the president of the Association, express the Board’s approval of their plans, and instruct the Association to have the necessary legal papers prepared, at their expense. Don Findley, Debbie Shanks, and Jerry Neidigh will sign the quit claim deed on behalf of the Board.

The reorganization of Presbyterial boards and committees was discussed.

RECOMMENDATION ONE: That the budgets of the Heritage Committee and the Committee on Theology and Social Concerns be combined under the new Board of Heritage and Witness, and that the budgets of the Pastoral Care Committee and the Board of Missions be combined under the new Board of Pastoral and Congregational Care.

RECOMMENDATION TWO: That the Board of Missions’ $12,000 fund for Congregational Assistance and the Pastoral Care Committee’s $5,000 Emergency Fund for Pastoral Assistance be placed under the oversight of the new Board of Pastoral and Congregational Care.

The remaining monies of Evansville First Cumberland Presbyterian Church continue to be held by North Central Presbytery until the Narcotics Anonymous groups, incorporated under the “Friends of 318 Madison,” find a building they can purchase and use for NA meetings. Debbie Shanks has been in on-going communication with a member of that corporation. The “Friends of 318 Madison” board has discussed dissolving the corporation since the NA groups that once met at 318 Madison have found new meeting places and are drawing new members from those new areas. Debbie will talk to her “Friends of 318 Madison” contact prior to our August board meeting and we will re-evaluate this situation then.

The following committees were appointed to audit the books of the Treasurer and Stated Clerk: Steve Hughes, Jerry Neidigh, and Ron Huffman - Treasurer; Rita Vaught and Bob Owen - Stated Clerk. Both sets of books were found to be complete, in good order, and in balance. Bob Owen thanked the members for their work before closing the meeting with prayer.

Respectfully Submitted, Debbie Shanks, Secretary

APPENDIX H REPORT OF THE STATED CLERK

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Morningside C. P. Church, Evansville IN April 1-2, 2005 I.

The following is the official policy of the Cumberland Presbyterian Church. It is strongly suggested that all session, presbyteries and synods specifically adopt it as their own policy.

SEXUAL MISCONDUCT/HARASSMENT POLICY

The Cumberland Presbyterian Church condemns sexual misconduct/harassment. Sexual misconduct/harassment includes but is not limited to all crimes involving sexual conduct under state penal codes such as indecent exposure, indecency with a child, sexual assault (including rape) and also other inappropriate sexual conduct which may not violate a penal statute. Again these actions include but are not limited to the coercion of another person into a sexual relationship, or an attempt to coerce another person into a sexual relationship, or to subject a person to unwanted sexual attention, or to create a sexually suggestive, intimidating, hostile, or offensive working or worship or educational environment. Sexual misconduct/harassment includes a wide range of behaviors, from actual sexual coercion to the unwelcome emphasizing of sexual identity. This policy is based upon an understanding of accepted standards of mature behavior, Christian tradition, and freedom of expression.. Sexual misconduct/harassment in any situation is absolutely unacceptable. Sexual misconduct/harassment is particularly reprehensible when it exploits the religious, spiritual or psychological dependence and trust between persons. Sexual misconduct/harassment in the Cumberland Presbyterian Church is always totally unacceptable. All people in positions of authority should be sensitive to the possible misunderstanding that could result from personal relationships that also involve professional and religious relationships. Individuals who believe that they have been sexually harassed or are victims of other misconduct should report the misconduct through the established informal and formal procedures of the church. Only a written, signed complaint to the session clerk/stated clerk can initiate formal procedures against alleged sexual misconduct/harassment. People in authority who receive reports of sexual misconduct or harassment must respond promptly and fairly, and comply with the law of both church and state. The church will respect the right to confidentiality of all members of the community in both informal and formal procedures, insofar as possible. This policy condemns retaliations against persons bringing complaints of sexual misconduct/harassment. An individual found to be guilty of sexual misconduct/harassment is subject to disciplinary action consistent with the Confession of Faith of the Cumberland Presbyterian Church. Any person who feels a sexual misconduct/harassment complaint did not receive prompt and fair response should appeal to the next highest judicatory of the church. (1996 Minutes, pages 148 - 149)

RECOMMENDATION: That North Central Presbytery adopt the SEXUAL MISCONDUCT/ HARASSMENT POLICY as printed above.

Respectfully submitted, Carroll R. Richards, Stated Clerk

APPENDIX I REPORT OF THE FAITH CP CHURCH COMMISSION

To: North Central Presbytery of the Cumberland Presbyterian Church in session with the Morningside C.P. Church, Evansville, IN April 1-2, 2005.

The Commission on Faith Cumberland Presbyterian Church, Ste. Clair Shores MI files the following report:

Since our last report, in the fall of 2004, Faith CP Church has elected a treasurer and assistant treasurer, and they have taken over control of their finances as of January 1, 2005. Faith’s session negotiated a renewal of Dr. Ronald Fleming’s contract, asking him to stay an additional 6 months, with plans to continue their healing process and search for a full-time pastor. Dr. Fleming’s new contract was from December 1, 2004 to May 31, 2005. The Commission would like to thank Dr. Fleming for his work with Faith CP Church.

Faith CP Church and First CP Church of Warren have successfully negotiated a contract to yoke the two churches in hiring Rev. Roger Dallwig as their pastor. Their contract became effective on February 1, 2005.

The Commission on Faith Cumberland Presbyterian Church was elected after members of the congregation indicated their desire to continue as a Cumberland Presbyterian Church after the near closing of the church, and the Commission has worked with this congregation for over three years. With Faith Church being reorganized and financially sound, and with Faith Church having hired a full-time pastor, the Commission on Faith Cumberland Presbyterian Church feels that it has accomplished the purpose for which it was elected.

RECOMMENDATION: That the Commission on Faith Cumberland Presbyterian Church be dissolved.

Respectfully Submitted, Roy Shanks, Clerk
