MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY

 October 12-13, 2007

 AFTERNOON SESSION, October 12, 2007, 1:30 p.m. CDT

The opening worship service was led by the retiring moderator, Dr. Bob Watkins with Eugene Janes at the piano.  The service opened with an invocation by Dr. Watkins and the congregation singing “Majesty.”  He led in prayer after which the congregation sang “To God Be the Glory.”  He spoke on changing “It’s All About Me to It’s All About God and Others” using Ps. 37:4, Is. 58:13,14, Ps. 1:2 and I Cor. 14:12.  We need to be focusing on God and others.  If we take care of others, God will take care of us (the focus of Christianity).  The service closed with the congregational song, “His Way with Thee.”

 Elder Dwight Steineman of the Good Prospect session gave the necessary welcome and announcements.

 Recess was called for the withdrawal of CPWM.  The Moderator declared recess out.

 The meeting was called to order and the clerk declared a quorum present.

 Dr. Watkins prayed the constituting prayer.

 Rev. Shirley Topar was elected Moderator by acclamation.

 Rev. Melissa Goodloe was elected Vice-moderator by acclamation.

 The program was adopted as printed.

 Visitors:  Rev. Lynn Thomas, Cullman Presbytery, was recognized and seated as an advisory member.

 The Moderator declared recess for the appointment of committees.

 The Moderator declared recess out and appointed members to the select Committee on Overtures, Resolutions and Excuses: Chair, Rev. Roger Dallwig, Revs. Kevin Small and Melissa Goodloe and Elders Priscilla Wilson and Susan Smith.

 COMMUNICATIONS

 A Letter of Dismission from West Tennessee Presbytery for Rev. Randal E. Leslie was read, and on motion he was received and enrolled.  A Letter of Dismission from Covenant Presbytery for Rev. James Messer was read and on motion he was received and enrolled.  A Letter of Dismission from West Tennessee Presbytery for Rev. Joey Edwards was read and on motion he was received and enrolled.  A Letter of Dismission from Covenant Presbytery for Rev. Dr. David West was read and on motion he was received and enrolled.  A Letter of Dismission from Murfreesboro Presbytery for Candidate Tim Goodloe was read.  After he introduced himself, on motion he was received as a candidate.  A letter from Carroll R Richards asking to be replaced on the commission of ordination and installation of Licentiate J. B. Gates was referred to the Committee on Overtures, Resolutions and Excuses.  A letter from Carroll R Richards recommending that the Board of Judiciary and Session Records act as the Judiciary Committee and the Board of Pastoral and Congregational Care act as the Disciplinary Commission when needed as per the newly revised Rules of Discipline was referred to committee on Overtures, Resolutions and Excuses.  A letter from Debbie Shanks regarding the Report of the Board of Christian Education was read.  A letter from the denominational Board of Stewardship, Foundation, and Benefits asking for candidates for the position of Exec Sec of the Board of Stewardship, Foundation and Benefits was received.  A letter from the Hanover Park Fellowship asking for a new date to be organized was referred to Board of Pastoral and Congregational Care.  A letter from the Spring Hill Cemetery Assoc. asking for the donation of acreage from the Spring Hill CPC to them was referred to the committee on Overtures, Resolutions and Excuses.  The excuses were referred to the Committee on Overtures, Resolutions and Excuses.  A letter from Bethany C P Church requesting the ordination and installation of Lic. Kevin Vanderlaan was referred to the Board on Ministry.  The report from the General Assembly commissioners was heard.

Rev. Lynn Thomas, Cullman Presbytery, CP Board of Missions, stated that the first non-English speaking mission was founded in North Central Presbytery and the presbytery is appreciated by the board.  He brought presbytery up to date on some projects for the next year.  Rev. Bob Watkins is going to Japan and leading an Asian tour in 2008.  Short term mission trips are available.  Check the website for trips.  Evangelism is a focus for next 5 years--see website for information.  Newsletters are available on Board of Missions website.  Women’s ministry conferences are also listed on website.  A Colombia mission trip in summer of 2008 for youth 16-21 is planned.  The Love Loaf Program is being replaced by the denomination and is now called the Loves and Fishes Program.

Carroll Richards, from the former denominational Organizational Task Force, spoke on changes adopted by GA.  One of their findings concluded that no one was in charge of the denomination which created a power vacuum so boards were filling it and there was no coordination.  The solution was to create a Director of Ministry.  Another problem was that each board was incorporated as an individual entity so there was a difference in the board and denomination; under the new changes the boards will be reorganized as a part of the GA.  A called meeting is to be held to start the legal work on getting it accomplished.  The Task Force heard a lot of complaints, but two employees that received accolades were Bob Watkins and Lynn Thomas.

 Dr. Watkins and Dr. Richards brought us up to date on the Denominational Center Buildings task force.  The buildings have been sold and have until end of calendar year to vacate.  A new building has been found and the $100 campaign fund needs to be fulfilled so the new building can be renovated.  Eight out of thirty-nine churches in our presbytery have made contributions.

 BOARD REPORTS

 The report of the Board of Christian Education was read and its recommendations adopted as amended, marked “A” and placed on file.

 The report number one of the Board of Ministry was adopted as read, concurred in, marked “B” and placed on file.  Kevin Vanderlaan will be examined at a later time.

 The report of the Board of Finance and Trustees was read, its recommendations adopted as amended, marked “C” and placed on file.

 The report of the Board of Heritage and Witness was read and accepted, marked “D” and placed on file.

 The report of the Board of Judiciary and Session Records was accepted as read, marked “E” and placed on file.

The report of the Board of Nominations was read, its recommendations adopted as amended, marked ‘F” and placed on file.  There being no other nominees, they were elected by acclamation.

 The report number one of the Board of Pastoral and Congregational Care was read, its recommendations adopted, marked “G” and placed on file.

 The moderator called recess until the evening service.  Elder Dwight Steineman gave the prayer.

 EVENING SESSION  October 12, 2007  7:00 p.m.

The consecration Service was conducted by the CPWM.  The prelude, “He Touched Me” was by Patty Janes at the piano and Eugene Janes at the organ.  The moderator called recess out.  Rev. Melissa Goodloe read Eph 4: 1-6 as the Call to Worship and CPWM President Lucy Becker prayed the opening prayer.  The congregation sang “Let Your Heart Be Broken.”  The Offering of $507.00 to the Box Truck for Beth-El was taken by Jan McReynolds, Sheila McReynolds, Ruth Louder and Edith Harl.  After the choir special, “Broken and Spilled Out,” Rev. Lynn Thomas, the denominational Director of Cross Culture Ministries, read from John 12:20-26 and spoke on “Christ for Our World.”  Christ practiced cross culture ministry and told everyone that God will allow anyone to be adopted into His kingdom.  The congregation sang “They’ll Know We Are Christians by Our Love.”  The Communion Service was officiated by Rev. Dr. Carroll Richards assisted by Elders Dwight Steineman, Priscilla Wilson, Susan Smith, Don Findley, Kevan Stum and Kenneth Everett.  Rev. Richards closed with prayer after which “Blest Be the Tie That Binds” was sung.  The moderator declared recess until 8:30 a.m. Saturday morning.

 There was a “Roast Carroll” tribute to Carroll Richards upon his upcoming retirement as Stated Clerk.

 SATURDAY MORNING, October 13, 2007  8:30 a.m.

The Morning Devotion was led by Rev. Ralph Blevins with Patty Janes at the piano and Eugene Janes at the organ.  The service was opened with the singing of “In My Heart There Rings a Melody” and “Victory in Jesus.”  After prayer, he read from Matthew 20:20-26 and spoke on “Servanthood.”  It is dangerous for us to start thinking we deserve credit for what happens, not God.  We should be like Jesus and serve, not expect to be served.  He closed with prayer.

 The Memorial Service was led by Rev. Geoff Bunting.  Rev. Terra Sisco read from John 11:25-26.  Those remembered were Elders Ed Thomas, Morningside; Evelyn Herrin, 1st and Morningside; Gerald Nelson, 1st and Morningside; Betty Hale, Oak Grove, Glen Duginger, New Holland and Lincoln; Carlos Kruse, Shiloh; Henry Owen Leslie, Chandler and Doris Pritts, Bethany; CPWM Gail Gwaltney, Fairfield; Mabel Day, Fairfield; Edith Awick, Lincoln; Betty Klockenga, Lincoln; Doris Pritts, Bethany.  Ms. Awick was also former Stated Clerk of Lincoln-Decatur Presbytery.  Rev. Bunting closed with prayer and had a moment of silence to remember the deceased.  The service closed with the singing of “Where the Spirit of the Lord Is.”

 The Heritage Report of Willow Creek’s 144th year was given by Norma Calvert.

 The CPWM withdrew from the session.

 Recess was called out.  The Moderator called the meeting to order.  After voice roll call the Clerk announced a quorum present.   The minutes to date were approved as corrected.

 Communications:  A letter was read from Rev. James Messer requesting a letter of endorsement for his military chaplaincy.  On motion it was granted. 

 BOARD AND COMMITTEE REPORTS

 Report Two of the Board of Pastoral and Congregational Care was read and tabled.

 Report Two of the Board of Ministry was read, its recommendations as amended adopted, concurred in, marked “H” and placed on file.  The body examined Lic. Kevin Vanderlaan.  Rev. Leslie led in prayer.

 The Moderator called recess.  The Moderator called recess out.

 On motion the Report Two of the Board of Pastoral and Congregational Care was taken off the table.  The report was read and concurred in, its recommendations as amended adopted, marked “I” and placed on file.

 APPOINTMENTS

 The moderator appointed Rev. Bob Watkins as the presiding minister for the organization of the Comunidad Cristiana Cumberland (Christian Community) on March 9, 2008.

 The report on the select Committee on Overtures, Resolutions and Excuses was read, concurred in, its recommendations adopted, marked “J” and placed on file.

 The moderator appointed the Commission to Install Rev. Randal Leslie on Nov. 11 at 4 p.m.:  Chair, Rev. James Messer, Rev. Terra Sisco, Elders Don Findley and Mary Melton.

 The moderator appointed the Commission to Install Rev. James Messer on Nov. 26 at 7:00 p.m.:  Chair, Rev. Randy Leslie, Rev. Geoff Bunting, Elders Nick Ashley and Don Findley.

 The moderator appointed the Commission to Ordain and Install Kevin Vanderlaan on October 26, 2007 at 7 p.m.:  Chair, Rev. Carroll Richards, Rev. Ralph Blevins, Rev. Terra Sisco and Elders Dwight Steineman and Jack Thomas.

 The moderator appointed the Commission to Ordain and Install J. B. Gates on October 28, 2007 at 1:30 p.m.:  Chair, Rev. Terra Sisco, Rev. Ralph Blevins and Elders Mary Melton and Jack Enlow.

The moderator appointed the Commission to Install Rev. Joey Edwards on October 28, 2007 at 3:00 p.m.:  Chair, Rev. Kevin Small,  Rev. Geoff Bunting, Rev. Terra Sisco, Elders Mary Melton and Kevan Stum.

 The moderator appointed the Commission to Install Rev. David West: Chair, Rev. Kevin Vanderlaan, Rev. Carroll Richards and Elders Jack Thomas and Susan Smith.

 The minutes were approved as read.

 The final voice roll was taken and a quorum was present.

 The meeting was adjourned to meet on Dec. 9, 2007 at 5:00 p.m. at the Good Prospect Cumberland Presbyterian Church, Trilla, IL.

 The Rev. Dr. Carroll Richards gave the Benediction.


APPENDIX A REPORT OF THE BOARD OF CHRISTIAN EDUCATION

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Good Prospect C. P. Church, Trilla IL, October 12-13, 2007

The August 25, 2007 meeting was called to order by Ch. Kevin Small, with Cheryl Allison leading the opening prayer. All board members were present. New member, Nathan Brendal, moderator of the youth cabinet was welcomed. Cindy Martin, representative from the Denominational BCE was also welcomed to the meeting.

Cindy Martin spoke with us regarding resources available through the denomination, and there was a time of question and answer.

A scholarship application for Bethel College from Levi Ross Erwin of Fairfield was reviewed and approved.

Reports were given regarding this summer's youth camps by Margaret Allison Co-Director of Jr. / Jr. High Camp and Cheryl Allison Co-Director of NCPYC respectively. Both reported very successful camps with the number of youth attending up significantly at both camps.

Upcoming events were discussed as follows:

1. Fall Convo is being planned and will be held Nov. 9-11 at Brush Creek. The sponsoring church has yet to be determined.

2. A Camp Staff Training Event for the 2008 camping season will be held on April 5, 2008 starting at 9am. The event will be held at Fairfield, with lunch being provided. Someone from the Denominational BCE will be present to assist with the training. It is hoped that anyone planning on serving at either camp, this year or in years to come will plan on attending.

3. 2008 Camps: Junior/Junior High camp will again be held at Brush Creek, June 1-5, with staff expected to be present on May 31st. The directors will be Margaret Allison and Kevin Small. By consent it was decided to ask Joey Edwards and Sandra Stence, both of Fairfield, to also serve in the Co-Director positions as Kevin Small will be unable to attend camp in 2008, and with the increased numbers in recent years it was felt more administrative help was needed.

NCPYC will also be held at Brush Creek, July 27-Aug 2. The directors will be Cheryl Allison and Chet Snyder. The Bible study is being written by Geoff Bunting with the theme being "Where You Are" , based on Romans 5:6-8.

Rev. Eduardo Montoya asked to speak to the committee regarding the dates of Junior / Junior High Camp. He noted that Chicago schools remain in session through the first week and June and they had been unable to attend in recent years. He was thanked for speaking to the committee and it was noted that we are on a waiting list to obtain a later week at Brush Creek.

4. Spring Convo will be held at United, in Norris City, IL. A short report was given by Terra Cisco and plans are well underway. Much discussion took place regarding the financial difficulty possibly placed on smaller churches who agree to have convo, as no monies are budgeted for assistance with the Convos held at individual churches. A motion was made by Cheryl Allison and seconded by Nathan Brendal that a recommendation be made to the Fall Presbytery to remedy this problem. See recommendation as stated below.

5. A Young Adult Conference was discussed. Cheryl Allison stated that some interest had been expressed to her about having one. She will do some more checking and possibly try to plan one before the years end. It was noted that there is money budgeted for this.

The board decided that $100 will be sent to the Denominational BCE to help defray the traveling costs of Cindy Martin to this meeting. Cindy graciously accepted in behalf of the board. We thanked her for coming.

RECOMMENDATION ONE: That the 2008 Spring Convo will be budgeted a maximum of $500 to be used by the sponsoring local church towards hosting the event. Any unused monies will be reallocated to be used towards the fall Convo, plus the remaining budgeted $500.

RECOMMENDATION TWO: That all Convos once again be hosted by local churches, both Fall and Spring. (See note below)

Kevin Small adjourned the meeting and led the closing prayer.

APPENDIX B REPORT ONE OF THE BOARD OF MINISTRY

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Good Prospect C. P. Church, Trilla IL, October 12-13, 2007

The Board of Ministry met August 25, 2007 at the Willow Creek CP Church.

The meeting was called to order by Chairman Rev. Ralph Blevins, then opened with prayer by Andy Pottorff. Present were Rev. Robert Watkins, Nick Ashley, Andy Pottorff, Rev. Ralph Blevins, Tom McReynolds, and Roy Shanks. Rev. Shirley Topar was excused.

Rev. Blevins has been elected to serve the presbytery as Stated Clerk, effective January 1, 2008. An election of new officers was held and the new officers of the board are: Rev. Shirley Topar, Chairperson; Rev. Robert Watkins, Vice-Chairperson; Roy Shanks, Secretary.

The board met with Chris Parr, a young man who is serving as lay pastor for New Hope CP Church. Chris shared his testimony with the board and the board had a time of prayer with him.

We received a letter of recommendation for Tim Goodloe from the Morningside CP congregation. Tim has moved to the Evansville area and is now a member of the Morningside CP Church. Tim is a candidate for the ministry under the care of Murfreesboro Presbytery, but is seeking to come under the care of North Central Presbytery. We will contact Murfreesboro Presbytery and ask for a letter of transfer.

On December 31, 2007, Dr. Carroll Richards will be retiring as the Stated Clerk of North Central Presbytery, after 12 years of service in this capacity. After the Friday evening worship service on October 12, we will set aside a time to honor Carroll and celebrate his ministry to North Central Presbytery.

The Spring Retreat will be February 22 and 23, 2008, at the Casey Comfort Inn in Casey IL. The retreat will begin at 6pm on the 22nd and we will plan to adjourn in time for lunch at Willow Creek CP Church on the 23rd. The communion workshop for designated elders will be held from 7-9pm on the 22nd. Churches need to contact the board in regard to certification/re-certification of elders who may serve communion in the absence of an ordained minister.

Kevin Vanderlaan took his final sessions of the Program of Alternate Studies this summer and is seeking ordination this fall. We will examine Kevin at the fall meeting of North Central Presbytery.

APPENDIX C REPORT OF THE BOARD OF FINANCE AND TRUSTEES

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Good Prospect C. P. Church, Trilla IL, October 12-13, 2007

The Board of Finance and Trustees met in regular session on August 25, 2007 at the Willow Creek CPC. Members present were Stephen Hughes, Dean McReynolds, Terry Titus, Vivian Fessenbeck, Mike Zoll, Rita Vaught and Debbie Shanks. Absent and excused was Chairman Don Findley. Opening prayer was by Rita Vaught.

On motion travel expense reimbursement will remain at 40¢ per mile. However we note that any reimbursements over actual expense is considered income by IRS.

We note that the Hebron CPC has been closed with no members remaining. By action of presbytery in October 1997 the church property had been transferred to the Cemetery Association.

RECOMMENDATION ONE: That presbytery approve the closing of the Hebron CPC.

RECOMMENDATION TWO: That we establish an endowment fund of $10,000.00 to Bethel College and an endowment fund of $10,000 to Memphis Theological Seminary in the name of the First Cumberland Presbyterian Church, Warren, Michigan.

RECOMMENDATION THREE: That the support for Hanover Park that was approved in April 2007 come from Cash Management Funds.

RECOMMENDATION FOUR: That retiring Stated Clerk Richards be allowed to buy the presbyterial laptop he has been using for $1.00

RECOMMENDATION FIVE: The Stated Clerk Elect Blevins be instructed to purchase a new laptop for his use with funds from Cash Management. (See note below.)

RECOMMENDATION SIX: That the following 2008 Budget and Apportionments be approved.

APPENDIX D REPORT OF THE BOARD OF HERITAGE AND WITNESS

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Good Prospect C. P. Church, Trilla IL, October 12-13, 2007

The Board of Heritage and Witness met at the Willow Creek Church on August 25,2007. The following members were present: Priscilla Wilson, Lisa Small, Chris Blevins and Ruth Louder.
Albert Smith was excused. He was hospitalized in Springfield, IL. We opened with prayer by Lisa Small. The first order of business was to elect a Chairman Pro Tem. Priscilla Wilson was elected.

It was discussed that we would have to start having updated Histories of the churches since most of them who will report have. Willow Creek is in the process of updating their History for Homecoming in Sept. so they will give that report at Presbytery this time--Fall - 2007.

Letters will be send to all churches regarding History Reports for our History Book. Lisa Small will make copies of some old histories that Karen Peel has from Ellen Roberts Estate. Some of them are from the old presbyteries before we realigned.

We discussed in depth our concerns about the problems in our churches. We recommend that the people of our presbytery be in prayer concerning the issues that need to be addressed. Chris Blevins led us in our closing prayer and for Albert Smith and Mrs. Dave Parman.

The Board of Judiciary and Session Records of North Central Presbytery met August 25, 2007, at the Willow Creek church. The meeting was opened with prayer by Rev. Roger Dallwig. Members present were Roger Dallwig, Mary Gard, David Parman, Bud Hannaford and Nelda Kline.

Communication was received from the Mt. Gilead Church requesting a correction of the review performed February 24, 2007 of their minutes. The board incorrectly marked that no report was made by the delegate to presbytery. The report was included in their November 5, 2006 minutes and was overlooked during the review of the minutes. The report has been corrected with apologies to Mt. Gilead church.

The board received Morningside minutes out of rotation. The minutes will need to be presented for review again at the spring Board meeting in February 2008.

The board would like to remind sessions to make proper record in the minutes of elder election and ordination.

Minutes were received for review by the following churches: Bethany, Burnt Prairie, Casey, Chandler, Cumberland Chapel, Ebenezer, Elm River, Fairfield, Faith, Georgetown, and Grace.

Minutes were not received from: Albion, Campground, Christ, Fullerton, Good Prospect, Hanover Park, Hebron and Knight’s Chapel. Christ and Fullerton were not received in 2006 and Albion and Knights Chapel were not received in 2005 or 2006. Also, it was noted that the following churches have not presented their minutes in 2001 through 2007: Campground, Hanover Park and Hebron. The board requests the presbyterial appointed Moderators of these sessions take responsibility to see that the Minutes from these churches are submitted for review on schedule.

APPENDIX G REPORT ONE OF THE BOARD OF PASTORAL AND CONGREGATIONAL CARE

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Good Prospect C. P. Church, Trilla IL, October 12-13, 2007

The Board of Pastoral and Congregational Care met at the Willow Creek Cumberland Presbyterian Church on August 25, 2007 with the following members present: Terry Gordon, Don Groves, Eduardo Montoya, Jerry Pataki, Stanley Kline, and Adam McReynolds.  Sue Strause was excused.

Rev Renee Alvarez and Noel Taveras, visitors from Hanover Park Fellowship shared recent information concerning the fellowship and the loss of their location to meet. A letter from the fellowship steering committee was shared describing the loss of relationship with Christ Presbyterian Church in Hanover Park, Illinois and future vision for the fellowship to transition to a church. Rev Alvarez is optimistic that another location may be found.  The letter describes possible options.

It was decided that during this transitional time the Hanover Park fellowship steering committee and Rev. Alvarez meet monthly with the minutes to be submitted to the Board of Pastoral and Congregational Care each month. A workshop be held for members of the fellowship on the doctrine of the C.P. denomination

RECOMMENDATION ONE: That a pastoral relationship be approved between Rev. James Messer and the Morningside C.P. Church.

RECOMMENDATION TWO: That a pastoral relationship be approved between Rev. Joey Edwards and the Fairfield C.P. Church and a Commission to Install be appointed to install him on Oct 28th at 3:00 pm at the Fairfield C.P. Church in Fairfield Illinois.

RECOMMENDATION THREE: That a pastoral relationship be approved between Rev. Randal Leslie and the Chandler C.P. Church.

A communication between J.B. Gates and Cumberland Chapel C.P. Church was received. Moderator reports were received from Rev. Oscar Nichols concerning the Good Prospect C.P. Church and Rev. Albert Smith concerning the Spring Hill C.P. Church and Petersburg C.P. Church.

Discussion was held concerning hiring a pastor to fulfill the recommendation of the presbytery to meet the needs of congregations in our presbytery.

A communication was received from Rev. George Estes of the General Assembly Board of Missions concerning recommendations of the l77th General Assembly related to evangelism.

RECOMMENDATION FOUR: To follow the recommendation of General Assembly by establishing the first Sunday of February and the first Sunday of August to be set aside for each member of North Central Presbytery to pray, fast, and review what the Lord would have them do in focusing on evangelism for the next five years.

The Board of Ministry met on October 12, 2007 at the Good Prospect church with the following members present:  James Messer, Tom McReynolds, Shirley Topar, Roy Shanks, Bob Watkins, Nick Ashley and Randal Leslie.

Recommendation One:  We recommend that Licentiate Kevin Vanderlaan be examined at this meeting of presbytery and that he be ordained by a commission, named by the presbytery, at a time convenient for all.

It was noted that probationers Jimmy Gifford and Herschel French are absent from the meeting of presbytery.  The Board will send them letters, requiring their attendance at the Spring meeting of the Board.  Probationers are reminded that “Two consecutive absences from a stated meeting by a candidate or licentiate, excused or unexcused, may result in his/her being dropped from the roll of probationers.”  (October 2004 minutes)

  The meeting was closed by having a special prayer with Kevin Vanderlaan.

APPENDIX I REPORT TWO OF THE BOARD OF PASTORAL AND CONGREGATIONAL CARE

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Good Prospect C. P. Church, Trilla IL, October 12-13, 2007

The Board of Pastoral and Congregational Care met at the Good Prospect C.P. church on October 12, 2007.  Present were Terry Gordon Chr., Jerry Pataki and Stanley Kline.  The opening prayer was led by Terry Gordon.

 The board makes the following recommendations.

Recommendation one:  That a pastoral relationship between Dr. David West and the First Cumberland Presbyterian Church of Lincoln, IL be approved and a commission be appointed for his installation.

Recommendation two:  That, upon their request, the name of the Hanover Park Cumberland Presbyterian Fellowship be changed to Comunidad Cristiana Cumberland (Christian Community Cumberland Presbyterian Church) and that they be organized as a church on March 9, 2008.

Recommendation three:  That a pastoral relationship between Kevin Vanderlaan and the Bethany Cumberland Presbyterian Church in Bethany, IL be approved and a commission be appointed for his installation.

Recommendation four:  That North Central Presbytery meet as an adjourned meeting at the Good Prospect Cumberland Presbyterian Church, Trilla, IL on December 9, 2007, at 5:00 p.m.

At that time the principal business shall be:

1.   Receiving the letter of dismission in good standing for the Rev. Richard E. Shugert from Grace Presbytery;

2.   Receiving Rev. Richard E. Shugert as a member of North Central Presbytery;

3.   Approving a pastoral relationship between Rev. Richard E. Shugert and the Good Prospect Cumberland Presbyterian Church;

4.   Installing Rev. Richard E. Shugert as pastor of the Good Prospect Cumberland Presbyterian Church.

Recommendation five:  That a pastoral relationship between J. B. Gates and the Cumberland Chapel Cumberland Presbyterian Church, Fairfield, IL be established [See note below and a] commission composed of Reverends Terra Sisco and Ralph Blevins, and elders Mary Melton and Jack Enlow be appointed for his installation.

RECOMMENDATION THREE: In regards to the Spring Hill Cemetery Association, that the Spring Hill Cumberland Presbyterian Church session handle this matter as they see fit.

Since the original commission to ordain and install Lic. J. B. Gates has been dissolved, it was not necessary to consider the request of the Rev. Dr. Carroll Richards to resign from that commission.
