MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY

 October 14-15, 2005

 AFTERNOON SESSION, October 14, 2005, 1:30 p.m. CDT

The meeting was opened with praise songs led by Carroll Richards accompanying on the guitar. Debbie Shanks played the prelude on the piano. Rev. Roger Dallwig, retiring moderator, led the opening song which was “Revive Us Again” after which he led in prayer. He read from Psalm 85: 1-7 and spoke on “Revival”. Spiritual revival is needed by all of God’s people so we are rekindled in God’s love and can show others God’s love. He closed with prayer

Rev. Carroll Richards welcomed everyone with a brief history of the town and made the necessary announcements. CPWM will meet in the parlor of the First Presbyterian Church (across Ottawa Street).

Moderator Dallwig introduced Dr. J. David Hester, Special GA Task Force Representative who spoke about their objective from the 2005 GA meeting to sell the Denominational Center property due to its condition; then find other property and raise $3,000,000 by June 1, 2006 to either lease or buy it. The money is to be raised before moving from the old property so the denomination will be debt free. The goal can be met if each active member will give $61.81 or by 30,000 active members giving $100 each. If that formula is used $143,100 is North Central Presbytery’s goal.

Rev. Dr. Robert Rush, Stated Clerk of General Assembly spoke about reservations for next year’s General Assembly. They will have to be made through GA to get the special rates. There is a Youth Evangelism Conference being held December 2006. Bethel College is out of dorm space even after building a new dorm. The Seminary is doing well under its new president and the Children’s Home just dedicated new duplexes and can take care of 14 dysfunctional families on campus.

Recess was called for CPWM withdrawal.

Moderator called recess out. The moderator called the meeting to order and after sign in roll call, the Stated Clerk declared a quorum present. The Constituting Prayer was given by Rev. Dan Gross. The floor was opened for nominations for moderator. Rev. Roger Dallwig was nominated and elected by acclamation. Elder Don Groves was nominated and elected Vice-Moderator by acclamation. The program was adopted as printed.

Visitors: Rev. Dr. David Hester, East Tennessee Presbytery, Special GA Task Force Representative and Rev. Dr. Robert Rush, West Tennessee Presbytery, Stated Clerk of General Assembly, were seated as advisory members of presbytery.

The moderator declared recess for appointment of committees. The moderator declared recess out and appointed Rev. Shirley Topar Chr, Rev. Terra Sisco and Elders Ken Everett, Milton Stuart and Bobby Book to the select Committee on Overtures, Resolutions and Excuses.

Communications: A letter from J. David Hester, East Tennessee Presbytery concerning Jonathon Richey who was deposed as a minister was read. The summary of actions from the 175th General Assembly is available. A letter from the Good Prospect congregation was received, asking presbytery to dissolve the pastoral relationship between them and Rev. William Rolman. On motion the pastoral relationship between the Good Prospect congregation and Rev. Rolman was dissolved. The Report of a 175th General Assembly Commissioner by Rev. William Rolman Jr and a video GA report by Rev. Eduardo Montoya were received.

Denominational Representatives: Rev. Dr. Robert Watkins, representative of G A Board of Missions spoke about the Asian Youth Conference in 2006 in Tokyo. The GA in Japan in 2008 will be the first held outside U.S. There is a two week tour planned. He showed a DVD on World Vision in Myanmar which we help fund. Rev. William Rolman represented the Commission on Ministry and informed the body about the Ministers’ Conference January 16-18, 2006, entitled “Making Change” at West Nashville CP Church with Tom Long speaking.

BOARD REPORTS

The Report of the Board of Nominations was read, its recommendations adopted, marked “B” and placed on file. The nominees were elected by acclamation.

Report One of the Board of Ministry was read and on motion divided. The report and Recommendation 1 were concurred in and adopted. Recommendation 2 was read and Lic. Janeth Yarce was examined by presbytery. She told about her seminary training and her faith. Recommendation 2 was adopted. Recommendation 3 was read and Lic. Geoff Bunting was examined by presbytery. He informed presbytery about his last semester at MTS and answered questions from the body. Recommendation 3 was adopted. The report was marked “C” and placed on file.

The Report of the Board of Judiciary and Session Records was read, concurred in, marked “D” and placed on file.

The Report of the Board of Heritage and Witness was read and accepted, marked “E” and placed on file.

The Report of the Board of Finance and Trustees was read, concurred in, its recommendations adopted, marked “F” and placed on file. On motion presbytery recommended that the board sign a quit claim for the Mt. Olive CP Church property.

The Report of the Board of Congregational and Pastoral Care was read, concurred in, its recommendations adopted, marked “G” and placed on file.

The Report of the Board of Christian Education was read, concurred in, its recommendation adopted, marked “H” and placed on file.

The Rev. Dr. Albert Smith blessed the evening meal. The moderator called recess for committee work and the evening meal.

EVENING SESSION, October 14, 2005 7:00 p.m.

Debbie Shanks played a “Rock of Ages” medley for the prelude to the Consecration Service conducted by the CPWM. Moderator Dallwig called the body to order. CPWM President Jan McReynolds led the responsive Call to Worship. Rev. Robert Watkins prayed. The congregation sang “Take My Life and Let It Be”. The Consecration Offering prayer was given by Marge Vanderlaan. Anna Ruth Long, Marge Vanderlaan, Rita Vaught and Sara McCawley collected the offering of $475.00 to go to the Youth Evangelism Conference. The congregation sang “The Longer I Serve Him”. The Rev. Dr. Robert Rush read Luke 10:38 - 11:4 as scripture for his sermon on “Prayer”. The only question the disciples asked Jesus about their spiritual growth was to teach them how to pray. Without contact with our Father, we can’t do anything. He closed with prayer. The Communion Service was conducted by Rev. Dr. Carroll Richards and Rev. Dr. Robert Rush with elders Mary Etta Greer, Sue Strause, Milton Stuart and Durward Gross assisting. After the closing hymn, “I’ll Go Where You Want Me to Go,” the moderator called recess to 8:30 a.m. Saturday morning and gave the benediction.

SATURDAY MORNING, October 15, 2005 8:30 a.m.

The morning devotional was led by Licentiate Geoff Bunting with Debbie Shanks at the piano. The service was opened with the congregation singing “All the Way My Savior Leads Me”. Geoff read from Matthew 14: 22-31. After prayer, he spoke on “Leap of Faith”. The service closed with prayer.

The Memorial Service was conducted by Dr. Carroll Richards and Rev. William Rolman. It was opened with the congregational song, “When We All Get to Heaven”. Rev. Rolman read from I Thessalonians 4:13-18 and prayed. A candle was lit for each name as it was read: Rev. A. P. Jerrell; Elders Clarence Oeth, Fairfield; Rusty “Clyde” Melton, United; Jim Stone, Monroe City; Pauline Parker, Monroe City; Earl Nichols, Good Prospect; Eldon Hooper, Chandler; CPWM members Geneva Richards, Good Prospect; Margaret Awick, Lincoln; and Maggie Kline, Spring Hill. The service was closed with prayer by Rev. Rolman.

The moderator called recess for CPWM withdrawal. The moderator called recess out. The moderator called the meeting to order. After a voice Roll Call, the clerk declared a quorum present. The minutes were approved as corrected.

Report Two of the Board of Ministry was read, concurred in, its recommendation adopted as amended, marked “I” and placed on file.

The Report of the Commission on the Installation of Rev. Terra Sisco was read and accepted. The report was marked “J” and the commission dissolved.

The Report of the Commission on the Installation of Rev. Roger Dallwig was read and accepted. The report was marked “K” and the commission dissolved.

The Report of the Committee on Overtures, Resolutions and Excuses was read, its recommendations adopted, marked “L” and placed on file.

A Commission to Ordain and Install Janeth Yarce was appointed consisting of Revs. Eduardo Montoya, Rene Alvarez, Shirley Topar, Roger Dallwig and Elder Raphael Leyva. The ordination and installation will be at Ebenezer CPC on Nov. 19, 2005, 7:00 p.m.

A Commission to Ordain and Install Geoff Bunting at the Chandler CPC on Jan 7, 2006, 6:30 p.m. was appointed consisting of Revs. Dan Gross, Terra Sisco, Shirley Topar, and Elder Milton Stuart.

A request from Rev. William Rolman to have his letter transferred to Columbia Presbytery was granted with regret.

The minutes were approved as read. After a voice roll call, the clerk declared a quorum present. The meeting was adjourned to meet with the Ebenezer congregation on April 7, 2006 at 1:30 p.m. CDT. Rev. Dallwig gave the benediction.


APPENDIX A REPORT OF A 175th GENERAL ASSEMBLY COMMISSIONER

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

I want to thank this Presbytery for sending me as a commissioner to the 175th meeting of the General Assembly, meeting in the Marriott Hotel in Franklin, Tennessee, June 27th – July 1st, 2005. As a commissioner I was assigned as chairman of the Program Planning Committee. All committees are important to the operation of the Cumberland Presbyterian Church but the task of the Program Planning Committee was a major undertaking. Our committee decided to do two reports. Report Number One dealt with several different issues and was approved with a few changes. Report Number Two was what most people wanted to see and hear as it dealt with the denominational center property. The committee listened to pros and cons from several different sources and also prayed over this issue. We felt that the Lord did guide us as we presented a report that essentially recommended to sell all the denominational center property and start a $3 million campaign to relocate the center, looking primarily in Memphis, TN. This could be locating property and building, or possibly find property with a building and purchasing that, or if needs be to lease a building. We also recommended that all boards have their central office in this facility. I think our preference though is getting property and building a new building on it. The committee felt that with $3 million and the sale of the present denominational property we can not only build, but, pay off the existing debt on the present buildings. This committee also asked for a Task Force to be approved by the General Assembly consisting of: Dr. J. David Hester, Chairman from Knoxville, TN; Dr. Tom Craig, Memphis, TN; Charles Dawson, Scottsboro. AL; Cathy Jahr, Martin, TN; and Bob Rutledge, McKenzie, TN. The committee set up guidelines that the Task Force must abide by, and will report the General Assembly Council, who also must abide by these guidelines. The hope is to raise the $3 million by June 1, 2006. Our hope and prayer is that this word will get out to all presbyteries and local congregations with hope that these and individuals will get behind this effort.

Again I thank this presbytery for sending me to this General Assembly meeting although I was shocked when asked to serve as chairman of the Program Planning Committee. Next I became aware of the major task before this committee and that bothered me considerably. After the first meeting of the committee, even though the task was still large, I knew we had a committee that could be molded together and work together. I thank God for guiding us because there were only a few questions and a couple of changes especially to Report Number Two.

I do ask the churches of North Central Presbytery, all members of these churches, and Presbytery itself to get behind this effort.

APPENDIX C REPORT ONE OF THE BOARD OF MINISTRY

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The Board of Ministry met on August 27, 2005 at Willow Creek Church with the following members present: Ronald Gross, Nick Ashley, Robert Watkins, Ralph Blevins, and Tom McReynolds. Absent were Shirley Topar (excused) and Lydia Zorilla. The meeting was opened with prayer by Robert Watkins. The following officers were elected: Ralph Blevins - Chairman, Robert Watkins – Vice Chairman, Tom McReynolds – Secretary.

The Board discussed the retreat held during the spring board meetings and upon motion made the following recommendation:

RECOMMENDATION ONE: That the Board hold the retreat again in 2006. The retreat will be for candidates, licentiates, committee members, and designated elders who will receive training for serving communion. The Board will interview all candidates and licentiates.

The Board received a letter from the Ebenezer Cumberland Presbyterian Church stating that they have extended a call to Licentiate Janeth Yarce to serve as Assistant Pastor. The Ebenezer Church also requested the Board to recommend Janeth for ordination.

RECOMMENDATION TWO: We recommend that Licentiate Janeth Yarce be examined during this fall meeting of Presbytery 2005, and that she be ordained by a commission named by this Presbytery, at a time convenient for all. We further recommend that Janeth Yarce be installed, by the above mentioned commission, as Assistant Pastor for the Ebenezer Cumberland Presbyterian Church.

The Board met with Rev. Dan Gross of the Chandler Cumberland Presbyterian Church and was informed that the session of Chandler had issued a call to Geoff Bunting to serve as Associate Pastor beginning January 1, 2006. Geoff is presently attending Memphis Theological Seminary and is on schedule to graduate in December 2005.

RECOMMENDATION THREE: We recommend that Licentiate Geoff Bunting be examined during this fall meeting of Presbytery 2005, and that a commission be named to ordain Geoff at a time following his graduation from Memphis Theological Seminary. We further recommend that the above commission install Geoff Bunting to serve as Associate Pastor of the Chandler Cumberland Presbyterian Church.

The Board discussed the lack of progress being made toward ordination by Candidates Chet Snyder and J.B. Gates and is pursuing steps needed to guide them toward their goal of ordination.

APPENDIX D REPORT OF THE BOARD OF JUDICIARY AND SESSION RECORDS

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The Board of Judiciary and Session Records of North Central Presbytery met August 27, 2005, at the Willow Creek church. The meeting was opened with prayer by Bud Hannaford.

Members present were Chairperson W. L. Rolman, Secretary Mary Gard, Bud Hannaford, Nelda Kline and Oscar Lee Nichols.

Received a letter of apology from the Session Clerk of Ebenezer Church for not having their minutes ready for review. Rev. Rolman responded by letting them know that in order to keep the desired schedule, we will plan to review the minutes at the fall 2006 Board meeting at the same time we review the minutes for that current year.

Discussion regarding the signing of minutes by Presbyterial appointed Moderators. The appointed Moderator should review and sign Session minutes even if the Moderator is not at the meetings. The Moderator should be listed in the minutes as absent or excused and the Moderator’s signature shall only verify that he/she has reviewed the actions of the Session, not indication of being present at the meeting. We encourage appointed Moderators to take more of an interest in the church they are appointed to and stay in contact with the church.

In review of the past minutes of the Fullerton Church it was noted that there is a complete record in the minutes of a fire at their church on May 12, 2002. Their records have an excellent accounting of the fire and their rebuilding efforts.

Minutes were received for review by the following churches: Bethany, Casey, Chandler, Christ, Cumberland Chapel, Elm River, Fairfield, Faith, Fullerton, Georgetown, Good Prospect and Grace. Morningside also sent their minutes out of rotation. Note was made on their inspection sheet that their minutes are due in the Spring Board Meeting and to please bring them back at that meeting to get back on schedule.

Minutes were not received from: Albion, Burnt Prairie, Campground, Ebenezer, Hanover Park, Hebron and Knight’s Chapel. Of these churches it was noted that the following churches also did not present their minutes in 2001, 2002, 2003 or 2004: Campground, Hanover Park and Hebron. The Committee requests the Presbyterial appointed Moderators of these sessions take responsibility to see that the Minutes from these churches are submitted at the Fall 2006 Board Meetings for review.

A common omission from minutes reviewed was complete record of all communications received. Sessions should list denominational communications as well as other correspondence received. Also frequently omitted was the mention of a report from the Presbyterial Delegate to the Session and congregation.

Minutes were read. Motion to approve by Nelda Kline, second by Rev. Oscar Lee Nichols. Motion passed. Meeting was adjourned with prayer by Nelda Kline.

APPENDIX E REPORT OF THE BOARD OF HERITAGE AND WITNESS

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The Board of Heritage and Witness met at the Willow Creek Church on August 27, 2005. The meeting was opened with prayer by Rev. Dave Parman. Present were Dave Parman, Juanita Martin, Karen Peel and Ruth Louder. Absent but excused were Sara Whitfield and Chris Blevins. Also absent was Anne Nicholson. Since we did not have a quorum last time we met, we organized. Dave Parman was elected chairman and Ruth Louder secretary.

We went over the list of churches for the Heritage Reports. The next two are:

Lebanon South (Fall 2005) Morningside (Spring 2006)

We will contact churches that are not active. We encourage all our fellow church members in the presbytery to continue to pray and support our troops serving in Iraq. Meeting was closed with prayer by Ruth Louder.

APPENDIX F REPORT OF THE BOARD OF FINANCE AND TRUSTEES

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The Board of Finance and Trustees of North Central Presbytery met on August 27, 2005 at Willow Creek Cumberland Presbyterian Church. Vice-Chairman Ron Huffman called the meeting to order and the meeting was opened with prayer. Present were Ron Huffman, Rita Vaught, Terry Titus, Stephen Hughes, Don Findley, and Debbie Shanks. Bob Owen and Jerry Neidigh were excused.

The sale of the New Providence Cumberland Presbyterian Church property to Bailiff Church, Inc. was finalized on May 12, 2005.

Earlier this year, the Presbytery received a communication from Robert, Barbara, and Tim Naas about Mt. Olive Church, Omaha IL. The church has been vacant for many years and is in very poor condition. The Naas family owns the farmland around the church and was hoping to get a quit claim deed on the church property so they could tear down the church. The last deed, filed in 1894, referred to the church as Mt. Olive Cumberland Presbyterian Church, which is why the Naas family contacted North Central Presbytery. After much research, we found that Mt. Olive Cumberland Presbyterian Church was included in the 1906 merger of the Cumberland Presbyterian Church and the Presbyterian Church. A faction of the members withdrew to form a new Mt. Olive Cumberland Presbyterian Church in 1909, but they did not take the property with them. Mt. Olive Cumberland Presbyterian Church was closed by Ewing-McLin Presbytery in 1913. Mt. Olive Presbyterian Church was closed by Ewing Presbytery of the PCUSA in 1952 and this is the congregation that retained the original church property. Contact was made with the Stated Clerk of Southeastern IL Presbytery of the PCUSA and with the attorney for the Naas family so that a quit claim deed can be signed by the PCUSA.

Contact was made with a member of "Friends of 318 Madison" in regard to the money set aside for the purchase of a building in Evansville IN for Narcotics Anonymous meetings. "Friends of 318 Madison" have not yet been able to find a commercial building that is within their price range. A motion was made, seconded, and passed by vote to give "Friends of 318 Madison" an additional 6 months to search for a building.

The Board discussed the financial struggles that many of our churches are facing, due to the economy, declining membership, decreasing offerings, building maintenance, etc. The Board also discussed the importance of each of the programs of the Presbytery and the faithful stewardship of resources that is already being practiced by all of the boards. Given the balance of funds in the Presbytery’s Loan Investment Account, the Board of Finance and Trustees makes the following recommendation:

RECOMMENDATION ONE: That $20,000 be withdrawn from the Presbytery’s Loan Investment Account and applied to the 2006 budget in order to reduce apportionments for the year 2006.

RECOMMENDATION TWO: That the following budget and apportionments (based 50% on active membership and 50% on total income minus total outreach giving) be adopted for 2006:

APPENDIX G REPORT OF THE BOARD OF PASTORAL AND CONGREGATIONAL CARE

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The Board of Pastoral and Congregational Care met at the Willow Creek Church on August 27, 2005. Roy Shanks, Dean McReynolds, Stanley Kline, Terry Gordon, Jerry Pataki, Andy Pottorff, Don Groves and Sue Strause were present. Albert Smith and Eduardo Montoya were excused. Terry Gordon called the meeting to order. Roy Shanks led the opening prayer.

A letter from Rev. Dan Gross and the Chandler congregation, containing a proposed contract between the Chandler congregation and Licentiate Geoff Bunting, was received. After examination of the contract, we make the following recommendation:

RECOMMENDATION ONE: That the contract between the Chandler Cumberland Presbyterian Church and Licentiate Geoff Bunting be approved.

Over the last six months, we have received one request for scholarship funds for the purpose of going on a mission trip. A $300.00 scholarship was awarded to Tasha Watts, who traveled to South Korea to participate in a Bible School. This trip was arranged by Rev. Robert Watkins.

We received moderator reports from the following ministers: Rev. Ronnie Gross, for the Casey, New Hope, and Pleasant Grove churches; Rev. Dan Gross for the Knights Chapel Church; Rev. William Rolman for the Bethany and Spring Hill churches; and, Rev. Ralph Blevins for the Lebanon North Church. We would like to commend these ministers for staying in contact with the churches and filing a report.

After discussing past actions taken by the Board of Missions, we make the following recommendations:

RECOMMENDATION TWO: That the wording of the Board of Missions report #3, item #2, passed at the October 8-9, 2004 meeting of North Central Presbytery be change to read as follows:

Applicant must be going on a North Central Presbytery group mission trip, or working on a project led by a North Central Presbytery minister or youth minister, or working on a project sponsored by the Cumberland Presbyterian Denomination. (This adds denominational projects to the list of approved projects for mission trip assistance.)

RECOMMENDATION THREE: That the Board of Missions report #1, item #6, passed at the October 10-11, 1997 meeting of North Central Presbytery read as follows: If your service extends beyond three months, send a copy of the enclosed semi-annual report to the North Central Presbytery Board of Pastoral and Congregational Care. (This report refers to appointed moderators and changes the reporting requirements from quarterly to semi-annual.)

It was noted that a Shepherding program for the churches of North Central Presbytery was discussed, but has not been functioning as it should. Each member of this Board will study this and bring recommendations on how to make this a functioning program to the spring meeting.

Rev. Roger Dallwig met with the board with some concerns from the Grace Church at Lincoln Park, Michigan. Due to the failing health of their present moderator, Rev. Terence McCain, Grace Church has requested that Rev. Roger Dallwig be appointed as their moderator.

RECOMMENDATION FOUR: That Rev. Roger Dallwig be appointed as moderator of the Grace Cumberland Presbyterian Church in Lincoln Park, Michigan.

Rev. Dallwig gave an oral report on the progress of the Faith Church in St. Clair Shores, Michigan.

The following teens have requested scholarship funds to attend the Urbana Missions Conference, to held between Christmas and New Year’s Day 2006: Heather Wallace, Cody Attebery, Nathan Brendal, and Katie Vaughn. If any other youth who will be college students in December 2006 are interested in attending Urbana, they should apply to the Board of Congregational and Pastoral Care.

RECOMMENDATION FIVE: That a full scholarship be awarded to Heather Wallace and Cody Attebery and that remaining funds be divided evenly amongst the other applicants, none to exceed full scholarship.

APPENDIX H REPORT OF THE BOARD OF CHRISTIAN EDUCATION

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The Board of Christian Education met on August 27, 2005 with the following members present: Kevin Small, chr., Dan Gross, Clara Hubbard, Anna Ruth Long, Heather Wallace, youth moderator, and Kim Wheeler. Excused: Durant Axton, Gwen Barnett, Kathleen Fischer, Unexcused: Kim Seeber.

The meeting began with Kim Wheeler opening in prayer. Camp costs were discussed. The current fee charged to us by Brush Creek is $5 per person per night. The fee, which will be charged at Camp Epworth next year, will be $17.50 per person per night. NCPYC lasts one day longer than Jr/Jr High Camp.

Therefore, contingent on approval of the budget, the committee makes the following recommendation:

RECOMMENDATION: That registration fees for NCPYC 2006 at Camp Epworth increase to $90.00 per camper.

The Junior/Junior High Camp at Brush Creek fee will remain the unchanged at $75.00 per camper.

Reports were given on the following: Spring Convocation at Camp Reveal – Excellent convocation, encourages more participation from all churches; Congregational Training Miniversity – No Report; Junior/Junior High Camp at Brush Creek - Change of date may have affected attendance. Campers made commitments of salvation and rededication. Recreational time (Survivor Theme) best participation in years; plan the same next year. Consider more adult staffing and prior planning; and NCPYC 2005 at Camp Epworth – Reported "BKK" was an amazing year with the theme "Lay It Down", Bible studies written by Herschel French. Alvin Summers was worship leader. Approximately 72 campers. Encourage more participation from all churches.

Upcoming Events: Fall Convocation will be November 4-6, 2005 at Brush Creek sponsored by the Youth Cabinet. Camp Directors’ Conference will be March 9-11, 2006 and Rev. Kevin Small and Margaret Allison are planning to attend. The church camps for 2006 will be Junior/Junior High Camp at Brush Creek with Margaret Allison & Rev. Kevin Small co-directing – June 4-9, 2006. The NCPYC 2006 "BKK" is scheduled for July 23-29, 2006 with the theme being "Chosen – Isaiah 41:9". Cathy Snyder will be writing the Bible studies. The Christian Education Conference at St. Columba is scheduled for November 2006.

APPENDIX I REPORT TWO OF THE BOARD OF MINISTRY

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

Due to the rapidly rising cost of transportation and in an effort to support our probationers who are attending colleges or seminaries outside the boundaries of our presbytery we make the following recommendation:

RECOMMENDATION: That probationers who are attending presbyterially approved colleges or seminaries outside the boundaries of North Central Presbytery be reimbursed for the actual fuel expenses of their travels to and from meetings of presbytery.

APPENDIX J REPORT OF THE COMMISSION TO INSTALL TERRA SISCO

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The commission to install Rev. Terra Sisco as pastor of the United CPC in Norris City IL met as directed on 17 April 2005 at three o’clock in the afternoon. Elder/Commissioner Erma Pearce gave the prayer of Invocation. Elder/Commissioner Stella Pryor offered a closing prayer. Rev. Ronald Gross issued the charge to Rev. Sisco. Rev. Ralph Blevins delivered the message and asked the required questions of the session, the congregation and Rev. Sisco. All questions being appropriately answered, Rev. Sisco was installed as the new pastor. Cake and refreshments followed the service and a grand time of fellowship and blessing was enjoyed by all who attended.

APPENDIX K REPORT OF THE COMMISSION TO INSTALL ROGER DALLWIG

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

The Installation Commission installed the Rev. Roger Dallwig as pastor of First CPC, Warren MI and Faith CPC, St. Claire Shores MI on Friday, May 13, 2005 at seven o’clock in the evening. The members of the commission were Revs. Eduardo Montoya, Rene Alvarez, Albert J. Smith and Elder Christopher McMacken. The commission requests that presbytery dissolve the commission.

APPENDIX L REPORT OF THE COMMITTEE ON OVERTURES, RESOLUTIONS AND EXCUSES

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with First C. P. Church, Lincoln IL, October 14-15, 2005

We wish to thank the elders, congregation, and pastor of the First Cumberland Presbyterian Church of Lincoln, Illinois for their gracious hospitality, delicious food, snacks and comfortable accommodations for the fall meeting of North Central Cumberland Presbyterian Church

Requests for excuses were received from the following sessions: Village, Morningside, Oak Grove, Albion, Mount Olivet, and Mount Gilead. We received requests from the following Ministers and Probationers: Durant Axton, Duane Furr, Marcia Compton, J. B. Gates, and Eric Gruen.

Recommendation One: All requests for excused absences be granted with the following exceptions: Morningside session, Durant Axton, and the Mount Olivet session.

Recommendation Two: Candidates J. B. Gates and Candidate Eric Gruen have now missed two consecutive Presbytery Meetings of North Central Presbytery. Due to Standing Rule Seven we Recommend that the Presbytery refer these absences to The Board of Ministry to investigate these absences and make a recommendation to the Presbytery as to whether these two Candidates should be dropped from the Roll of Probationers.

Recommendation Three: That future requests for absence be specific as to the reason for the absence for the request for absence be considered for excuse. The committee has received a request from the Albion church that we continue to keep them in our prayers.
